The United States Peace Corps is a non-political, non-religious organization that will bring Americans to Viet Nam to serve as Peace Corps Volunteers. Volunteers will co-teach English language classes with Vietnamese teachers in secondary schools. The Peace Corps is serving in Viet Nam at the invitation of the Government of Viet Nam and working closely with Ministry of Education and Training with a goal to improve the English language skills of teachers and students. Peace Corps Volunteers commit to two years of service, will support and co-lead additional school related activities in accordance with the school leadership. A new cohort of Volunteers will arrive each year. The Peace Corps was founded by U.S. President John F. Kennedy in 1961 to promote world peace and friendship.

Position Title: Backup Medical Provider (Backup Provider)

Area of Consideration/Who may apply: All applicants must be a naturalized citizen or permanent resident of Viet Nam who are legally able to work within the country.

Period of Performance/ Length of Contract/ Work Schedule: This contract is for a minimum of 30 contracted days, with possibility of extension, depending on the workload and the fund availability.

The back-up provider shall be contracted for 30 days with details as follows.

  1. 05 days to cover PCMO’s absence to attend CME training – 4 weeks advance notice.
  2. 10 days to cover PCMO’s leave – 2 weeks advance notice.
  3. 05 days to cover PCMO’s absence to participate in training event (PST).
  4. 01 day to cover PCMO’s absence to participate in training event (IST).
  5. 01 day to cover PCMO’s absence to participate in training event (MST).
  6. 08 days in-person working in office – 02 days each quarter from refresher training

In addition, the back-up provider is expected to work 10 more days a year in response to any unforeseen emergency requests.

Background information of the position

Peace Corps Viet Nam is currently seeking a qualified medical provider to serve as a back-up Medical Provider (Back-up Provider) in Hanoi. The required skill level for the back-up provider shall be a physician, nurse practitioner, or under limited circumstances and upon approval by the Credentialing Committee, a registered nurse who will provide clinical care for Peace Corps Volunteers and Trainees in the absence of a Peace Corps Medical Officer (PCMO) or assist the PCMO during busy times.

Qualifications

Required:

  • Education/Certification: Graduate of accredited schools (MDs or Nurse Practitioner must be a graduate of a recognized medical school).
  • Fully licensed and certified to practice related to internal or emergency medicine in Viet Nam.
  • A minimum of two years of unsupervised, independent clinical experience.
  • Ability to communicate effectively in oral /written English.
  • Working knowledge of Microsoft Word, Excel, Access, Outlook.
  • Ability to work effectively as part of an intercultural team.
  • Hardworking, reliable and diligent with good inter-personal skills.
  • Willingness to travel to sites in Viet Nam.
  • Ability to work with minimal supervision.

Preferred

 

  • Education/Certification: Related to internal or emergency medicines.
  • Experience working in international medical clinic settings or experience in providing medical care for foreign patients.
  • Experience in managing mental health issues including basic counseling of patients.
  • Experience in training design and presentation of health-related material.
  • Experience with Program management, administrative tasks.

Duties and Responsibilities / Tasks and Deliverables

  • The back-up provider shall provide direct patient care, referrals to outside medical consultants or facilities, i.e. hospital or emergency department, depending on the specific in-country arrangements, and assist with administrative duties and health education when indicated. The back­ up provider will also function as a PCMO and perform any or all of the PCMO duties. The back-up provider shall be available around-the-clock by telephone or be present in the Health Unit on those contracted days.
  • The backup provider is expected to examine all medically unstable Volunteers as soon as possible, even if the back-up provider must travel to them.
  • The back up provider is expected to oversee the care provided to Volunteers.
  • The back-up provider is expected to familiarize themselves with MAP, GoBag, SA bag, quarterly inventory of GoBag and SA bag, medication.
  • The Back-up provider is expected to participate in any Medical Drills and any emergency Drills at the request of the Country Director.
  • The Back-up provider is expected to support PCVs in remote areas 24/7 when required on contracted days.
  • Written documentation that describes the consultation with a Trainee or Volunteer, care and treatment prescribed/provided, and diagnoses must be documented in the health record.

Evaluation and Selection Criteria: Applications will be initially screened for eligibility in accordance with the required qualifications mentioned above. Those applicants who meet the required qualifications will be scored based on the preferred qualifications.  Highest scoring candidates will be called in for interviews. Performance from all interviews and skills tests, if any, will be considered as a whole package to ensure the best candidate is selected that meets the needs of the Peace Corps mission.  Professional reference checks will be conducted for selected candidates and final approval for the position is required from Regional and Headquarters Office of Health Services physicians.
