Bid Notice from the Global Competitiveness Facility (GCF)

The Global Competitiveness Facility (GCF) is one component of the BSPS Phasing-Out Support. The phasing-out period of the GCF has begun activities from January 2011 and is currently expected to end by December 2013. The overall investment in the GCF interventions is DKK 63 million.
The objective of the GCF is to increase the competitiveness of non-public Vietnamese businesses in export-oriented sectors through better access to relevant business services and exposure to innovative business models. To this end, Danida has set up a matching grant facility designed to strengthen the delivery of relevant business services and to stimulate innovative business models to tackle development bottlenecks of selected export-oriented sectors and value chains. The focus is on agricultural value chains, aquaculture and fish processing, handicraft production, tourism etc.
GCF support is intended to develop innovative business models and ways of privately delivering business services with the aim of stimulating strategic innovative thinking of non-public businesses and service providers. GCF has committed grant-funding to innovative non-public Vietnamese investors to share their risk of trying out new initiatives and reducing the initial cost of analyzing markets, introducing and adapting new technology and creating human capacities previously not available in the local market.
Successful new business models are then expected to be replicated by other investors in the provinces and throughout Vietnam.
GCF is operating in eight provinces: Nghe An, Thanh Hoa, Phu Yen, Khanh Hoa, Dak Lak, Lam Dong, Can Tho and An Giang; supporting 49 projects with a total grant commitment of VND 242.9 Billion.
GCF has a portfolio of projects in a variety of sectors such as: Agro-Forestry; Aquaculture & Fisheries; Cacao; Coffee; Flowers & Potted plants; Fruit; Handicraft; Honey; Medicinal Herbs, Packaging Design; Pepper; Peanut; Rice; Shellac; Tea; Tourism and Vegetables etc.
The GCF is managed from its Hanoi Office assisted by five provincial offices, each staffed with an advisor. Further details of the GCF, its outputs and activities, are outlined in the Component
