Bid package: Consulting and supporting Quang Binh DPPR Project Management Unit in consolidating M&E system and developing Project Completion Report (PCR)

Quang Binh Decentralised Programme for Rural Poverty Reduction (DPPR) is implemented by preferential loan from International Fund for Agricultural Development (IFAD). Objectives of the Project are: (i) To improve the livelihood and socio-economic status of poorest households in the poor communes in Quang Binh province, gradually upgrading their living standard in a sustainable way; (ii) To improve the capacity, role and responsibility of the locality with particular emphasis on the use of highly decentralised, community – driven development approaches down to commune and village levels. The Project has started from April, 2005 and will close loan in March, 2012. At present, DPPR needs to recruit consultant team for project completion evaluation activity. Consultant team will work at Project Management Unit (PMU) Office and project communes with the supervision of PMU Director and the support of M&E staff. Consultant team includes 03 specialists with following basic requirements:   

Team leader – Impact evaluation and M&E Specialist  
Postgraduate level of economics or agricultural and rural development  
At least 10 years of experience on impact evaluation for poverty reduction programs/projects.  
Experience and ability of effective leadership, experience as consultant team leader in implementing complex activities in many different areas.   
Deep knowledge of regulations and specific characteristics of IFAD projects as well as project communes in Quang Binh.  

Impact evaluation Specialist  
Postgraduate level of economics or sociology  
At least 05 years of experience of developing and implementing evaluation activities (beginning term, mid-term, ending term) for poverty reduction programs/projects in Vietnam.  
Knowledge and experience of participatory impact evaluation according to regulations of the donor.  
Deep knowledge and experience of using qualitative and quantitative evaluation tools for impact evaluation of poverty reduction programs/projects.  
Knowledge and experience on IFAD projects in Vietnam.  

M&E Specialist  
Postgraduate level on agricultural economics or relevant speciality  
At least 05 years of experience of designing, operating M&E system for poverty reduction programs/projects in Vietnam.  
Skills at analysing and processing complex data and using data analysis softwares.  
Knowledge and experience of ODA projects.

Implementation duration: From 15 July, 2011 to 15 March, 2012
