Bookkeeper

Chemonics International seeks local Vietnamese applications for a short term, full time position for the USAID-funded Vietnam Strengthening Provincial Capacity (SPC) program. SPC is a four-year program aimed at improving the efficacy and sustainability of economic reform-oriented provincial capacity building services. 1. Purpose

The Bookkeeper assists the Operations and Finance Director in all aspects of the project accounting and financial management. S/he oversees the processing of accounting transactions according to the general principles of accounting and adheres to home office field accounting manual procedures. S/he must also follow USAID and Chemonics policies, procedures, and regulations.

2. Illustrative Duties

  • Review payments to ensure that all supporting documentation and approvals are accurate
  • Review copies of all receipts for expenses submitted to the Project
  • Facilitate provision of information and documentation during audits
  • Review expense reports
  • Enter accounting transactions into accounting software; provide a primary review of transactions as required
  • Review procurement transactions to ensure that all supporting documentation and approvals are accurate
  • Contribute to bank reconciliation process as a primary reviewer
  • Ensure the maintenance of proper accounting documentation
  • Oversee processing of payroll each month and prepare salary receipt/payroll forms, as well as withholdings and employer contributions
  • Review all coding sheets before they are sent to the Operations and Finance Director & Chief of Party for approval
  • Examine monthly wire transfer requests through a thorough analysis of projected project expenditures
  • Support the Operations and Finance Director in subcontractor management by reviewing and monitoring monthly subcontractor invoices
  • Ensure all transactions are in compliance with USAID rules and regulations.
  • Support the Operations and Finance Director as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress
  • Conduct pre-award surveys to verify financial capability of local organizations prior to award
  • Perform other duties as assigned by the Operations and Finance Director to achieve the Project’s goals and objectives

3. Minimum Qualifications

  • Strong knowledge and understanding of Vietnamese financial regulations
  • A minimum of 4 years of experience in accounting/financial management, preferably with USAID or donor-funded projects
  • University degree or higher in a relevant field required
  • Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint)
  • Professional level in English and Vietnamese
