Building Resilience Programme/Advocacy Officer

We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

Building Resilience Programme/Advocacy Officer

The post is offered fixed term contract, up to 2 years contract, based in Hanoi with frequent travel.

TEAM PURPOSE:  

To work directly with Oxfam’s beneficiaries and partners to overcome Poverty and suffering; and to advocate and campaign for policy, Knowledge, attitude and practice change to help achieve Oxfam’s   strategic change objectives.                               

JOB PURPOSE:          

To develop and manage the implementation of Oxfam’s advocacy Project within Oxfam Building Resilience programme.

KEY RESPONSIBILITIES

1.Contribute to the Oxfam GB programme planning in Vietnam and specifically for Oxfam Building Resilience programme and programmatic themes. Contribute to programme proposal writing and lead responsible project proposal writing, with focus on advocacy for DRR/CCA/building resilience; 

2.Manage and implement responsible projects within Oxfam Building Resilience programme in line with agreed country/programme framework plan; programme operations and advocacy/communication aspects. Including: quality control (especially ensuring equity), develop and maintain good relationships with local partners/local authority, financial management, documentation, monitoring and evaluation, reporting etc;

3.Responsible for planning and managing all resources required for delivering responsible projects, including people, assets and financial accountability;

4.Develop and strengthen the working relationships with partners at both local and national levels as well as other Oxfam affiliates;

5.Provide strong policy analysis and develop effective policy paper that meet Oxfam’s standard

6.Engage with Oxfam partners in the local and national advocacy and policy issues

7.Identify funding opportunities and develop or support concept note/proposal when required. Support the establishment of Oxfam project office in new location if required;

8.Identify and document good practices and lessons learnt for sharing with others, and use them as evidence for advocacy issues

9.Ensure internal and external reporting (financial and narrative) is completed to agreed time frames; and donor requirements

10.Ensure implementation of Oxfam’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work.  With support from technical advisors, programme manager and programme service staff as needed;

11.Act as Oxfam’s representative at provincial and national level as required;

12.Take the lead in one or more of the following programmatic themes e.g. CBDRM/DRR, CCA livelihoods, awareness raising, gender equity, accountability, governance and civil society etc. (to be agreed during objective setting with line manager). Ensuring collection and sharing of information with Oxfam staff, assisting other programmes with delivery of this theme as appropriate and external representation at all levels; 

13.Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed. To participate the DMWG/CCWG meetings and sharing information on required.

  • Participate to conduct Humanitarian needs assessment  if required and write up reports when necessary.
  • Other required if needed by the Programme Manager for Building Resilience

SKILLS AND COMPETENCE:

Job Specific Competencies

  • Vietnamese national.
  • University degree upward, preferably in social science, related field or/and management.
  • Working experience with NGOs or international development organisation is preferable.
  • Proven (at least 5 years) experience in programme/project strategic planning and management. Experience in managing and monitoring capacity building initiatives will be an advantage.
  • Proven experience in application of participatory approaches.
  • Sound experience in resource management e.g. people, finances, assets.
  • Good understanding and practical experience in application to support equity issues (Gender and diversity).
  • Good understanding of political system and issues such as DRM, CC, Governance, Democracy, Civil Society Development and planning reform issues in Vietnam.
  • Experienced with advocacy work at local and national level.
  • Familiar in fund raising.
  • Strong written and spoken English and Vietnamese.
  • Good computer skills (word processing and spreadsheet programs).
  • Able to travel to programme/project areas on a regular basis.

Gross Annual Salary Range:     VND 343,685,322    -          VND 412,422,386
