Business and household finance economics advisor (National position, based in Hanoi) - Employment contract

Using market based approaches and balancing benefit for gender equality promotion, SNV is committed to reducing poverty by catalyzing inclusive/gender sensitive and environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ with essential cross-cutting themes of climate change, women economic empowerment and inclusive business.

Currently, SNV is implementing a sizable programme on Women Economic Empowerment/Climate smart agriculture which includes the Enhancing Opportunities for Women’s Enterprises (FLOW/EOWE) funded by Dutch Government, the Women Economic Empowerment through Agriculture Value Chain Enhancement (WEAVE – consortium SNV, Oxfam and CARE) funded by Australian Government, and additional gender-related initiatives/consultancy services. The programme and related projects aim to advance women’s economic participation and self-reliance by creating a conducive environment for female entrepreneurship and leveraging climate smart agriculture value-chain as vehicles for change.

In framework of the FLOW/EOWE and WEAVE, among the important interventions, the projects will address issues related limited financial literacy, access to credit and business assets, management and control over inputs, income and other resources of primary producers/female farmers, cooperatives members households, entrepreneurs/SME – especially women-led ones and service providers.

We are seeking committed national professional with an affinity for gender and women economic empowerment to join and contribute ground financial economic advisory services to Vietnam FLOW/EOWE programme as Business/Household Financial economic Advisor.

Key Responsibilities:

  • Financial inclusion analysis and capacity building
    • Support project manager and business/Value chain advisor(s) to reviewing financial literacy of target business groups, including cinnamon farmers households (WEAVE), agribusiness primary producers/cooperative households and SMEs (FLOW/EOWE) and to recommend interventions.
    • Providing direct capacity building on financial inclusion for these targets based on the approved intervention plan in line business strategy, to ensure overall objectives achieved.
    • Facilitating capacity building support to the partners to contribute to the sustainability of the partners and their business engagements.
    • Responsible for provision of financial/economic capacity support and follow-up to micro, small and medium agriculture businesses, households’ livelihoods, community women’s economic empowerment initiatives etc. This includes provision of guidance and coaching households/businesses in bookeeping and controlling their inputs/income, inputs/price calculating and negotiation etc.
    • Facilitating coordination with and practical guidance to local partners (i.e Women Union, AEC, DARD etc.) in financial literary, cost benefit analysis etc. to better support beneficiaries in agriculture production and businesses.
    • Contributing towards the building-up of knowledge and expertise in Business and Micro-Finance for partners.
  • SME and Cooperatives, FLOW/EOWE in 4 provinces Quang Binh, Binh Dinh, Ninh Thuan and Binh Thuan
    • Cooperating with business/value chain advisors to conduct field visits to assess/select business cases and consequent analysis of its financially system and management; to undertake data analysis and assessments on various parts of enterprises’ business operations.
    • Once the potential business cases and models are defined, supporting selected businesses in investment analysis in order to develop financial projections which support in formulating relevant and feasible business plans.
    • Provide tailor-made coaching and editing support to selected business cases in finalizing their business plans for consideration.
    • Supporting the following up of business development plan of cooperatives and SME specifically in term of financial and economic aspects versus technical aims.
    • Responsible for development, implementation and mainstreaming of effective and efficient microfinance and business development to partners.
    • Supporting Business Advisor and project team to complete and implementation of the Business intervention framework, including periodic updates on the performance of investment portfolios.
    • Facilitating crops statistic analysis of selected key value chain (rice, horticulture), including statistic harvesting and calculation of yields versus inputs, and supporting these data for impact assessment.
    • Facilitating the financial mapping and increasing financial literacy/credit access for women farmers and businesses, as well as building capacity for cooperatives management on financial economics.
  • Household economics, WEAVE
    • Coordinating with WAEVE consortium partners (CARE, Oxfam), facilitating the financial literacy and household economic training for cinnamon farmers women and men of Nam Det commune, Lao Cai (SNV project targets)
    • Supporting coordination with private sector in join investment for production development
  • Other tasks
    • Back up Field coordination advisor in key roles of coordinating partners, SNV with target groups and supporting cooperatives.
    • Support in organising business training, exchange, documentation of business models/initiatives.
    • Analyse financial and operational data and then turning that data into actionable ideas and consumable reports for project management.
    • Support any other tasks as requested by the project manager.

Candidate Profile

  • Master’s degree in Economics, Business Management, Finance, Development or related field
  • Fluent both in English and Vietnamese
  • At least 3 years’ experience in business sector and/or NGO
  • Strong experience working with internationally-funded programme, especially multiple local partners with diversified financial background
  • High commitment and clear vision for developing a career path in the NGO sector, and specifically in  women’s economic empowerment, as well as working with community and vulnerable groups
  • Computer literacy, including MS Access database, MS Excel, MS Project 2010, MS Outlook, MS Word and other Microsoft Office programs
  • Results oriented, team player
  • Analytical skills

Contract Duration: 1 year contract with the option of extension based on performance and budget availability.

Reporting: National Project Manager
