TERMS OF REFERENCE

Position: Business Development Manager Consultant

Location: Vietnam

1. BACKGROUND

The Provincial Green Index (PGI) Initiative is a collaborative program implemented by the Vietnam Chamber of Commerce and Industry (VCCI) with assistance from the United States Agency for International Development (USAID) since 2023. After being piloted in 2022, the second edition of the PGI report was publicly released in May 2024 in the PCI & PGI 2023 Report under the PGI Initiative program.

The PGI Initiative will promote an environmentally friendly business environment and investment climate of Vietnam at both the national and provincial levels by delivering the three program objectives:

  1. Measuring provincial green economic governance by implementation of the PGI on the foundation of the core PCI survey;
  2. Strengthening provincial economic reforms by evidence-based public-private dialogues and action plans;
  3. Strengthened capacity and sustainability for VCCI in their key role as a policy advocate for a green business environment and economic reforms in Vietnam.

Throughout the PGI program’s life, VCCI Legal Department, the implementing partner of the PGI Initiative, will develop to set up a Center of Excellence in business environment reform under VCCI. In the first years of the PGI Program, activities to build up capacity for and position the future Center will be implemented. An agile and iterative strategy therefore is needed to be formulated for the establishment of the Center. This will support VCCI to initiate changes, learn and accelerate innovation as we build capabilities and engage further support and collaborators.

PGI Program/VCCI is looking for a qualified professional for the position of Business Development Manager Consultant to initiate and facilitate the operation of the Center of Excellence. This incumbent will be based at the VCCI Office in Hanoi, Vietnam with regular travel to the target locations.

Job size: Part-time

Job duration: One year contract with possibility of extension.

2. SCOPE OF WORK

The Business Development Manager will lead the effort on developing a proposal to develop the Center of Excellence and a business strategy, and delivering the business strategy to financially sustain the Center once it is established. He/she will work closely with the VCCI/PGI team on this assignment to make sure that the findings, recommendations, and deliverables have full buy-in from the PGI team at VCCI. The Business Development Manager will report to the Program Director and assume the following responsibilities:

  • Develop and execute a proposal for the establishment of the Center of Excellence, with a focus on the development of the Program’s information platform, ensuring alignment with overall objectives;
  • Develop and deliver a comprehensive business strategy for the Center to increase revenue and resources;
  • Maintain the existing network and develop a new network of major non-USAID donors and sponsors;
  • Develop a plan for licensing PCI/PGI data through customized PCI/PGI data service and coordination with other development programs and initiatives to bolster Vietnam’s green economy;
  • Identify grant funding opportunities and develop necessary concept papers and proposals, grant applications and other funding requests with necessary involvement of the PGI/VCCI team;

3. KEY DELIVERABLES

  • A concrete proposal to develop the Center of Excellence;
  • A business plan to sustain the Center that includes the following elements: vision, mission and core values of the Center; options for possible operating business models; a financial plan with realistically implementable revenue and cost project; a staffing plan; a marketing, communication and go-to-market strategy plan, and a risk analysis and mitigation plan;
  • A detailed plan to commercialize PCI-PGI data;
  • A detailed action plan and performance metrics to track the implementation of the business strategy.

4. REQUIRED QUALIFICATIONS

  • Master’s degree in business administration/economics/marketing/public relations or equivalent experience;
  • At least 10 years of working experience with proven track record of performance in business administration, development consulting, and marketing, experience in owning and managing data and service businesses and foundations is preferred;
  • Strong analytical and problem-solving skills for identifying needs, conducting research, and developing innovative proposals, solutions;
  • Understanding of the development sector landscape and business development setting
  • Ability to collaborate effectively with different stakeholders: local government, investors, enterprises, other organizations;
  • Strong written and spoken English;
  • Excellent consulting, and strategic thinking skills;
  • Knowledge of the PCI, PGI is an advantage;
  • Understanding of localization requirements of development projects is a plus; and
  • Committing and being able to meet deadlines.
