Call for consultancy: Consultant to consolidate and finalize AMR Action plan in Human health sector
1. Detailed Description of Tasks to be Performed:
National Strategy on Prevention and Control of Antimicrobial Resistance (AMR), outlining a comprehensive plan to address the growing threat of AMR in Vietnam. This National AMR Strategy (NAS), which covers the period from 2023 to 2030, with a vision towards 2045, highlights the importance of rational and responsible use of antimicrobial agents in humans, animals, and environment as a One Health approach to combat AMR. As the focal point for AMR within the Ministry of Health (MOH), the Medical Services Administration (MSA) in Vietnam plays a critical role in coordinating and implementing strategies to address antimicrobial resistance. To ensure the successful implementation and ongoing monitoring of the NAS, with a vision towards 2045, the Ministry of Health (MOH) recognizes the need for developing and finalizing AMR action plan in human health sector in the first period 2024 - 2025.
FHI 360 seeks for a consultant to assist the MSA and FHI360 in providing technical supports to consolidate comments and finalize the AMR action plan in human health sector. The draft budget to allocate resources for AMR activities together with the action plan will be also developed. The Consultant will be responsible to consolidate comments, finalize and advocate MOH leader ‘s approval for the AMR action plan. Specifically, the consultant will work with FHI 360 and MSA to facilitate the implementation of the services according to the scope of work in the table below.
2. Objectives:
The specific tasks for this position include but are not limited to the following:
- Coordinate Consultations: Facilitate and support the Medical Services Administration (MSA) in organizing consultations with relevant health agencies and international partners to gather feedback on the draft AMR Action Plan in the Human Health sector.
- Consolidate Feedback: Participate in the Consultancy Workshop and consolidate comments and recommendations from various stakeholders into a comprehensive report to refine and finalize the AMR Action Plan.
- Follow up Approval Proccess: Support MSA in the necessary procedures to propose the official issuance of the AMR Action Plan in the Human Health sector for the period 2024-2025.
- Develop Financial Budget: Draft and develop a costed budget, identifying budget resources necessary for implementing the activities outlined in the AMR Action Plan in the Human Health sector.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

The consultant is not expected to travel.
Qualifications
- PhD in Medicine, Public Health or Pharmacy.
- Strong experience in literature reviews, stakeholder consultations, report consolidation related to AMR in Human Health and Public Health.
- Strong analytical and report writing skills.
- Experience to work with MSA or Ministry of Health on similar work is preferred.
- Good interpersonal skills.
- Previous experience working with government agencies or international organizations in Vietnam or similar contexts is desirable.
Evaluation Criteria
Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.
