Call for Consultancy Firm Offer: Development of an Audio-visual EIC Material for support to Technical Trainings

SUMARY

Objective: Development of audio-visual IEC material which includes the movie of a training for facilitators on Vulnerability and Capacity Assessment (VCA) and a movie on practical examples of implementation of this training.

Location: Hanoi, Viet Nam, with travel to selected communes in Quang Binh Province

Time Frame: 2nd March to 29th May 2015 including 9 days filming

A.Background

The project, Enhancing the capacities of disaster risk reduction practitioners in Viet Nam through the consolidation of best practices and lessons learnt for community based disaster risk management, vulnerability capacity assessment and disaster response mechanisms, funded by European Union humanitarian aid, supports disaster risk reduction (DRR) practitioners in Viet Nam to be better equipped and prepared to implement disaster risk management programmes.

The project is implemented by the Vietnamese Red Cross (VNRC) with support from the International Federation of the Red Cross and Red Crescent Societies (IFRC), the German Red Cross (GRC), and the Spanish Red Cross (SRC).

The GRC directly provides support to the VNRC for the implementation of the Result 2 of the project which can be summarised as follows: The experience and knowledge of VNRC in implementing Vulnerability and Capacity Assessment (VCA) is consolidated for replication by government staff and non-government DRR practitioners, through the evidenced based documentation of good practices including the incorporation of gender, disability and climate change adaptation approaches. The outputs of the evaluation and the consolidated VCA approach will be widely shared among relevant government and non-government DRR actors, and VNRC facilitators will trained on the use of amended VCA manual. To contribute to share the consolidated VCA approach with a large audience, a video of a VCA training organized on the 10 -12 March and of afield test of the amended VCA manual (6 days in mid-April) can be a mean of communication in a more visual way.

B.Purpose

GRC is seeking the services of a consultant / consultancy firm to produce an Audio-visual EIC Material to be used astraining material which will require (1) filming an 3 days VCA training in Hanoi and (2) developing a 30 minutes film to visualize practical examples of the implementation of the amended VCA manual. ToR is attached.

C.Selection Criteria

Essential:

  • 5 years of proven experience in video production, media, communications for development, or any related field, meeting international standards
  • Available highly qualified staff with the necessary experience in Vietnam
  • Available highly qualified staff with good speaking and writing skills in Vietnamese and English.
  • Available highly qualified staff with very good interpersonal and communication skills, interviewing skills and adhering to a strong community development ethics
  • Proven teamwork experience

Optional:

  • An understanding of climate change issues in Vietnam is an advantage
  • An understanding of gender and disability issues is an advantage

**GRC shall pay the service provider with the amount before VAT as this Audio-video is one activity part of an humanitarian project therefore the VAT shall be exempted as by Vietnamese Law on Valued Added Tax No. 31/2013/QH13 dated June 19, 2013(Article 13, point 5).
