Call for consultancy: Development of a standard operating procedure and training package for community-based infectious diseases surveillance

Background
FHI 360 is an international non-governmental organization that works to improve the health and well-being of vulnerable and marginalized populations in Vietnam. The organization partners with the Ministry of Health and other national and provincial bodies to address issues such as HIV and TB prevention, treatment, COVID-19, antimicrobial resistance, health system strengthening, global health security, non-communicable diseases, maternal and child health, nutrition, and diagnostic services.
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and USAID, focusing on HIV, COVID-19, and global health security. As part of its work in Vietnam, EpiC is seeking a qualified local institution, individual consultant or team to update and/or develop the standard operating procedures (SOPs) and on-site hands-on training to strengthen the responses to ongoing serious infectious disease outbreaks in Ho Chi Minh City, Vietnam.
 
Scope of Work
This support will include, but not be limited to the following:
  • Objective 1. Update and pilot the provincial surveillance reporting SOPs for priority infectious diseases to ensure timely and effective outbreak detection and control.
  • Objective 2. Provide on-site hands-on training for relevant staff to ensure timely and effective information sharing and response to current outbreaks.
Proposed Activities
  • Develop a SOP for community-based surveillance (CBS), detailing implementation procedures, stakeholder responsibilities, mobilization and coordination among stakeholders during implementation, necessary knowledge and skills, and supporting tools.
  • Develop a training package for trainers and trainees on the standard community-based monitoring process, encompassing necessary knowledge, skills, and tools to support implementation.
  • Collect feedback, attend technical meetings and discuss with experts and relevant local authorities/units to adjust the SOP and training package.
  • Provide necessary technical assistance, including on-site mentoring/coaching and training sessions for communes and wards participating in the SOP pilot.
  • Update the SOP and training package based on feedback and comments gathered during the development and pilot processes.

Qualifications
The consultancy may consist of a team of professionals with complementary skills. The team should meet the following qualifications:
  • At least Master’s degree in one of the following majors: infectious disease prevention and control; emerging public health event detection, prevention and responses; outbreak investigation and responses; public health surveillance systems; epidemiology and/or other related fields.
  • Proven experience in developing a standard operating procedure and training package for community-based infectious diseases surveillance or similar fields.
  • Practical knowledge of infectious diseases surveillance systems, models, standard operating procedures in Vietnam and/or Southeast Asia would be an advantage.
  • Strong analytical and report-writing skills.
  • Experience working with health care systems and local authorities in Ho Chi Minh City and familiarity with the local context.
  • Strong commitment to meeting the deadlines.
  • Excellent English and Vietnamese writing skills.
 Evaluation Criteria
Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.

Proposals must include the following components:
  • Proposal in English (limited to 5 pages) includes main ideas for the SOP and training package, timeline, qualifications and experience relevant to the proposed SOW.
  • Recent CV(s) for all staff involved in the work.
  • Detailed cost proposal by deliverable.
