Call for Proposals - 2022 Programme on Reaching the Furthest Behind: Concept Note
The Embassy of Ireland in Vietnam is calling for proposals from prospective partners for a new programme to be initiated in 2022 that aims to reach some “furthest behind” population groups. The Concept Note linked below provides a description of the envisaged Programme, including its objectives, proposed approach, and suggested interventions. The Concept Note also describes a programme management configuration that has been suggested to facilitate the various technical expertise inputs required to ensure an integrated approach.
The Programme will be initiated in the provinces of Quang Tri and Hoa Binh (Da Bac district).
The Embassy is in the process of shaping a new five-year strategy for Ireland’s engagement in Vietnam and the region which will be finalised in 2022. In the interim, this new initiative will be piloted over the course of this year with the aim of building on previous areas of support; most notably support for marginalised ethnic minorities but broadened to encompass other vulnerable groups such as women and girls, households vulnerable to climate and disaster risks, and people living with disability.
Applicant profile
Applicants should have the following:
- Expertise and experience in the sectors/areas sought.
- Local experience and presence, and demonstrated community relations.
- Management ability and outreach capacity.
- Experience of engaging in/managing similar partnership arrangements.
Programme budget
A budget of €1.3 million has been earmarked for the Programme. The Concept Note includes some suggestions for an indicative budget breakdown.
Timeframe
The expected timeline for implementation is 15 months from 1 April 2022 to 30 June 2023. An interim review will be conducted at the end of 2022 to inform budget planning for the following year, and some successful elements of the programme may be continued under the new five-year strategy.
