Position Description

Position Title: CFLI Coordinator, Vietnam Program
Section: FPDS
Contract Name: CFLI Contract 2016-2017
Eligibility: Open to residents of Vietnam who meet all of the essential qualifications and whose applications are received by the closing date.
Total Contract Sum: CAD $15,750.00 
Notional level of effort:  Two days per week, with higher levels of effort expected at certain times.
To be paid in increments based on specific deliverables established in the contract.
Location: Hanoi, Vietnam

Job Summary

Consultancy to manage annual cycle of the CFLI in Vietnam from August 2016 – May 1, 2016.  This is a part-time position.

Must be willing and able to travel domestically.

Reporting to the Counsellor, Political and Public Affairs, the CFLI Coordinator is primarily responsible for:

  • Project identification
  • Feasibility studies
  • Project monitoring
  • Careful maintenance of files for Canada Fund projects
  • Preparing appropriate Canada Fund approval documents and reports under the direction of the Counsellor, Political and Public Affairs at the Canadian Embassy in Hanoi
  • Ensuring all work is carried out in accordance with the Guidelines for CFLI at Global Affairs Canada.

SPECIFIC MANDATE

More specifically, without limiting the generality of the above responsibilities, the CFLI Coordinator is responsible for:

  • Coordinating launch of a public call for proposals within Vietnam;
  • Working collaboratively with the Embassy’s CFLI Committee;
  • Providing written assessment of CFLI project proposals in terms of their viability and potential impact, the management capacity of the implementing partner, political and legal implications, and their potential impact on women and the environment;
  • Preparing a Project Approval Document (PAD) for each project being recommended for approval, on the basis of the project application;
  • Liaising with project applicants during the selection process, and with respect to implementation, monitoring, and reporting;
  • Preparing all correspondence relating to requests, rejection, approvals and other aspects of the program;
  • Monitoring project implementation performance and financial administration;
  • Preparing mid-term implementation reports which address project management and financial administration performance and issues;
  • Drafting CFLI End-of-Project Report and the CFLI Program Year-End Report;
  • Supporting the Embassy’s broader advocacy efforts with respect to the CFLI, such as supporting Embassy or Consulate participation in project-related events and drafting content for web-based communications products;
  • Diligent maintenance of files and records;
  • Handover of all files and records to the Embassy at the end of the program.

Mandatory Qualifications

Education:

  • Graduate degree from a recognized university in a field relevant to the position, such as but not limited to international development studies, economics, sociology, or political science.

Language:

  • High level of proficiency in English (reading, writing and speaking)
  • Native fluency in Vietnamese (reading, writing and speaking)

Experience:

  • At least five (5) years of work experience with small grant official development assistance (ODA) programming including project feasibility analysis, monitoring, reporting and financial oversight;
  • Specific project experience in one or more of the following areas: gender equality, human rights, ethnic minorities, climate change and green technology; and
  • Experience with information management and in using a wide range of informatics tools.

Rated qualifications:

The following may be specifically tested in an interview or written exam:

Knowledge:

  • Knowledge of current challenges faced by development partners in Vietnam;

Abilities:

  • Ability to communicate in writing effectively and succinctly in English and in Vietnamese, including the ability to prepare written presentations;
  • Ability to communicate verbally effectively and succinctly, in English and in Vietnamese;
  • Ability to follow directions and to organize work to meet competing priorities and deadlines as required;
  • Ability to support project partners on project management issues where required;
  • Ability to solve problems and identify potential solutions independently;
  • Ability to analyze and organize information, argue coherently, and write in a structured, analytical, succinct manner;
  • Ability to interpret and provide analysis and recommendations based on factual information.

Conditions of Contract:

  • Legally permitted to work in Vietnam
  • Willing and able to travel domestically
