Capacity Building and Organisational Development Manager

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Capacity Building and Organisational Development Manager – Pathways project.

Position title: Capacity Building and Organisational Development Manager
Reporting to: Health Program Manager
Contract: Two years contract with possibility of extension
Base in: Ha Noi with travel to project provinces as required

Project Information:

The CBOD team aims to place people living with and affected by HIV at the centre of the response in Vietnam. CVN works with civil society organisations (CSOs) representing most at risk populations (MARP’s) including injecting drug users (IDUs) and their sexual partners, male and female sex workers and their clients, men who have sex with men (MSM), and people living with HIV (PLHIV).
The CBOD team focuses on activities in three core program tracks:

1.Organisational and technical capacity building of CSOs delivered through local partner organisations;

2.Supporting CSO’s to develop and deliver standards based models for HIV prevention and care services through the provision of grants and technical support;

3.Facilitating CSOs to engage in advocacy and policy dialogue with the Government of Viet Nam on HIV related legal and health policy issues.

Through this program of activities, the CBOD team will institutionalise the engagement of CSOs and the MARPs/PLHIV they represent in the design and delivery of services and programs needed to prevent and mitigate HIV.

Main duties:

Under the management of the CVN Health and Social Sector Manager, the CBOD Manager is responsible for the following task areas:

- Develop selection criteria and facilitate processes for the selection lead local partners.
- Supervise a team of four Capacity Building Officers responsible for implementing organizational and technical capacity building programs for participating lead partners and CSOs
- Work with the lead partners to identify CSO clusters based on technical speciality and geographic location.
- Provide technical assistance and support to lead partners in organizational development and capacity building, e.g governance, financial and organizational management, HR management, grants management, resource mobilization, strategic planning and reporting, and M&E.
- Adapt and operationalise the international Code of Good Practice for NGOs Responding as a platform for peer review and commitment to standards-based professional development.
- Support lead partner organisations to mentor CSOs, provide technical assistance and host regular learning exchanges.
- Conduct performance monitoring including annual reviews of lead partner organisations to ensure that quality is maintained and performance milestones are met and support the lead partner organisations to undertake similar processes with the CSO clusters.
- Support the process of CSO registration through facilitation of learning exchanges and dissemination of advice.
- Participate as a member of the lead partner organisations Management Committee and other operational groups as required.
- Participates in NGO and government forums to represent and promote program activities as required;
- Any other relevant duties related to the project as directed by CVN.

Selection

- University and/ or advanced degree in a field relevant to capacity building/adult education;
- Previous experience with international or local NGO or aid management organizations;
- A minimum of five years demonstrated experience in the design, implementation, and evaluation of capacity building programs with national staff and/or civil society organisations;
- Demonstrated understanding of best practice approaches to capacity building and adult learning;
- Demonstrated commitment to PfP’s core value of positioning people living with and affected by HIV at the center of the HIV response in Vietnam;
- Demonstrated skills and practical experience in either one or more of the areas of gender, advocacy and M&E would be a major advantage;
- Excellent written and verbal communication skills in Vietnamese and English.
