Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Internal candidates should meet the minimum of time in post requirement of eighteen months or more. This requirement will be reduced to six months for internal candidates who are incumbents of a position confirmed for discontinuation.

Organizational Context and Scope:

Under the direct supervision of the Resources Management Officer, the incumbent will be responsible for the implementation of cashier duties. In particular, he/she will:

Responsibilities and Accountabilities:

  • Perform fees collection and ensure all collected money as well as cash of the office is kept in a secured and safe place in compliance with IOM related instructions.
  • Maintain office’s petty cash/Cash for work and be responsible for reporting on a regular basis on the status of fund.
  • Process and release duly approved cash payments and ensure they are supported by signed receipts.
  • Handle/monitor banking duties such as deposits, withdrawals, follow-up on bank statements and other banking information as needed by the Resources Management Unit.
  • Issue proper receipts for all cash and checks received and to ensure that all cash and checks are banked intact as soon as possible.
  • Timely record data in the systems.
  • Identify any reconciliation difference on daily basis and investigate and refer them in the first instance to the direct supervisor to determine the necessary action to be taken.
  • Maintain an efficient filing system of all financial and other supporting documents.
  • Advise the Resources Management Officer the petty cash/Cash for Work balances daily.
  • Accomplish tasks within the given timetable,
  • Perform any other related tasks as may be assigned.

Required Qualifications and Experience

EDUCATION

  • Completed secondary education and/or certificate in accounting from an accredited institution.
  • 4 years’ experience (or 2 years for candidates holding bachelor/university degree) in accounting and cash management.

EXPERIENCE

  • Good analytical skills and excellent knowledge of computer applications –is a MUST.
  • High level of computer literacy e) Sound knowledge of MS Office, specifically EXCEL.
  • Excellent communication and negotiation skills.

SKILLS

  • Strong coordination, negotiation, mobilizing and facilitation skills;
  • Pro-active mind-set. Good verbal and written communication skills in English and Vietnamese Languages is essential;
  • Must be proficient with MS Office.

Languages

Fluency in English and Vietnamese is required. Other relevant languages are an advantage.
