POSITION TITLE: Chief of Party
REPORTS TO: Vice President of Civil Society Programs
LOCATION: Vietnam

Founded in 1965, Counterpart International is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of effective governance and institutions, food security and nutrition, and economic development. Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent.

SUMMARY:
As Chief of Party for civil society strengthening and health project in Vietnam, this position will represent Counterpart to USAID, local and national Vietnamese Government authorities, local CSOs, and other relevant donor organizations in Vietnam. Representation will include regular meetings and other sites inside and outside of Vietnam, as appropriate. The COP will be responsible for technical leadership and administrative oversight of the program and will serve as the principle institutional liaison to USAID. The COP will be responsible for the day-to-day management of the Project and will ensure the Project is progressing appropriately and meeting its targets. Other key responsibilities for the COP position include the following:

QUALIFICATIONS:
- A minimum of 10 years professional experience in international development, with at least 5 years in a developing country and with 5-7 years of management experience.
- A minimum Master’s Degree in Management, international development or a relevant field of study.
- Demonstrated capabilities in institutional capacity building, high-level strategic visioning and leadership and experience working with USAID or similar other development partners.
- Proven experience in working effectively with civil society, local, regional and central-level government authorities.
- Exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar sized international donor supported programs, with skill in strategic planning, management, supervision and budgeting.
- Preferably experience in managing complex activities involving coordination with multiple programs and local partner institutions.
- Experience managing USAID program is strongly desired.
- A solid working knowledge on MARPs and home-based care.
- Strong communications skills, including interpersonal and well-written and oral English, to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.
- Proficiency in Vietnamese preferred.
- Ability to develop and communicate a common vision among diverse partners and to lead multi-disciplinary teams.
