DAI is currently recruiting candidates for an anticipated USAID/ Vietnam Improving Private Sector Competitiveness project. This project seeks to increase the competitiveness of small and growing businesses (SGBs) of sizes up to 500 employees, including those led by women and ethnic minorities.  Through technical assistance, training, and information exchange, the Improving Private Sector Competitiveness project will: (i) strengthen foundational business management skills of SGB managers and owners, (ii) encourage the adoption of productivity-enhancing technology of SGBs, (iii) facilitate business-to-business networking for business opportunities and policy advocacy, and (iv) support national and provincial governments to implement policy reforms conducive to inclusive private sector growth and competitiveness.

The COP will be responsible the following:

  • Provide strategic leadership and technical and managerial direction for the successful implementation of the project;
  • Serve as principal liaison with USAID, Government of Vietnam counterparts (Ministry of Planning and Investment and Vietnam Women’s Union) and community stakeholders on program communications and technical implementation activities;
  • Responsible for the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff;
  • Ensure that project activities are meeting USAID and stakeholder expectations, and that project results are proactively disseminated;
  • Manage long-term and short-term expatriate and local staff in achieving project results;
  • Develop and implement annual program work and performance milestone plans, negotiate an agreement of those plans with USAID and other partner organizations.
  • Ensure timely and quality completion of all program technical and financial deliverables and reports, in accordance with USAID guidelines;
  • All other duties as assigned.

Qualifications:

  • Advanced degree (Master’s, PhD, JD) preferred; or extensive business experience and BA to be considered;
  • Minimum of 10 years of experience managing and leading technical and administrative teams for complex projects;
  • Technical knowledge and experience in economic development, trade, entrepreneurship, small and growing business capacity building acceleration, value chain competitiveness initiatives; fostering application of innovative technology and a business enabling environment, marketing and branding, B2B and regional market linkages.
  • 5 years prior successful experience managing, as Chief of Party, USAID or other donor-supported development projects;
  • Knowledge of USAID or other donor planning and reporting systems, operations, programming, and structure.
  • Experience working with host-country government officials;
  • Written and oral fluency in English is required.
