Chief of Party
Chemonics International Inc. seeks a Chief of Party for the Workplace-based Prevention and Employment and Supportive Services for High-Risk Individuals in Vietnam Project (USAID HIV Workplace). This five year project (October 2008 – September 2013) and managed through a USAID contract with Chemonics and the objective of the Project is to prevent HIV infection among high-risk individuals and to provide employment opportunities and services for people living with HIV/AIDS (PLHIV) and other high risk individuals.
The Project operates within the three broad areas of workplace policies, vocational training, and microfinance. The project works with government organizations, enterprises, and communities to promote the integration of effective prevention and support activities for workers in high risk working environments.
General Responsibilities: Leads project implementation and provides strategy, technical and operational leadership; manages relations with USAID, government stakeholders, and other partners. The Chief of Party has overall responsibility over successful achievement of project results.
Specific Responsibilities:
Strategic responsibilities
1. Determines annual priorities in collaboration with USAID and local partners, including beneficiary groups, worksites, and support services.
2. Provides direction and guidance on managing approaches to collaborating with local partners.
3. Provides direction and guidance for staff and consultants in regard to making contacts with USAID, PEPFAR, other donors, and implementing partners
4. Provides direction and guidance for staff and consultants in regard to approaches for implementing activities in collaboration with local partners including USAID partners and other donors.
5. Ensures implementation of the project in compliance with provision of the Project Contract.
Technical responsibilities:
1. Supervises preparation and production of Annual Work Plans and M&E Plans.
2. Ensure timeliness and quality of all deliverables produced under the project
3. Overseas the implementation of the M&E Plan and makes final decision on M&E Reports
4. Ensures the quality of all Progress, Financial and M&E reports and makes final decision on submission of reports
Operational Responsibilities:
1. Organizes and manages all communications with Home Office (Washington, DC) Project Management Unit in accordance with Chemonics policies and procedures.
2. Organizes and manages all communications with USAID CTO, Contract Officer and other USAID officials.
3. Supervises all long term personnel and short term consultants in accordance with Chemonics policies and procedures.
4. Oversees management of proper use of equipment, vehicles, furniture, and premises procured for the implementation of the project.
Qualifications:
- Master’s level education with concentration in health and/or development studies.
- Minimum five years of experience in HIV/AIDS policy and programming or a similar position of senior responsibility and proven ability to carry out technical and/or managerial aspects of a development project.
- Experience working for USAID-funded or other donor funded health projects in Vietnam or neighboring countries highly preferred.
- Demonstrated familiarity with Vietnamese HIV/AIDS policies and laws
- Demonstrated managerial, administrative, and/ or reporting skills.
- Fluency in spoken and written English required
- Excellent communications skills
