Chief of Party

Chief of Party, USAID/Evaluation, Monitoring, & Survey Services Project, Vietnam Vietnam Evaluation, Monitoring, & Survey Services Project (VEMSS) is recruiting for a Chief of Party for the Evaluation, Monitoring, and Survey Services project funded by USAID/Vietnam. The Hanoi based project, implemented by Management Systems International (MSI), assists the USAID Vietnam Mission in designing and carrying out various evaluations, monitoring surveys, and performance management studies. The project also provides monitoring and evaluation training to Mission staff and implementing partners.

Position Summary:

The Hanoi-based Chief of Party (COP) for the Vietnam Evaluation, Monitoring and Survey Services Program (VEMSS) will manage the entire contract and ensure that quality standards and schedules are met. The COP will define and manage overall contract requirements including staffing and cost and quality control of all tasks and assignments
undertaken to achieve project’s objectives.

Please note: This is a local position. Only candidates with Vietnamese citizenship will be considered.

The position is responsible for a range of technical and managerial duties. These include:

  • Maintain overall responsibility for ensuring program is on track to meeting its deliverables, and keeping in contractual, and compliance requirements;
  • Ensuring quality oversight of all products produced, including those from short-term experts and long-term staff;
  • Providing assistance to USAID’s implementing partners to help them improve the quality of their performance monitoring systems;
  • Developing training materials and delivering training to USAID and its implementing partners on various topics related to performance monitoring;
  • Producing success stories and other articles on development accomplishments and best practices;
  • Developing and reviewing evaluation scopes of work, overseeing and managing evaluations, and periodically participating on evaluation teams;
  • Supervise consultants to conduct specialized technical assistance activities, which may include surveys, sector assessments and related tasks; and
  • Supervise and coordinate the work of full time staff, subcontractors, and consultants including: reviewing work plans, developing quarterly status and annual reports, and deliverables.
  • Represent the project and MSI at events with USAID/Vietnam, Vietnamese government officials and other stakeholders.

This position involves direct supervision of technical and administrative staff, including international consultants, and require travel within Vietnam.

Qualifications:

  • A minimum of twelve (12) years of professional experience with at least seven (7) years of experience in the management and administration of development assistance activities is required;
  • Proven leadership, management and supervisory skills supporting complex activities involving coordination with multiple program partner institutions on USAID or other donor-funded social and economic development programs;
  • Experience in performance monitoring and conducting related training;
  • Demonstrated ability to direct and oversee the work of M&E teams that may come from diverse backgrounds, experiences, genders, and cultures;
  • Experience in providing technical quality control over M&E related services, including reviewing proposed evaluation methodologies, implementing agency monitoring and reporting systems and overseeing surveys;
  • Ability to interact professionally with senior Mission, Embassy, and government officials;
  • Master’s degree in business or financial administration, monitoring and evaluation, public policy or social science research, international cooperation/international development, or a related field; and
  • Fluency in Vietnamese and English with excellent written and oral communications skills in both.
