Chief of Party

FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV prevention, care & treatment, drug treatment policy & practice, research and evaluation.

We are currently seeking qualified candidates for Chief of Party position (based in Hanoi) for an anticipated USAID-funded: Combating Wildlife Trafficking Project. The purpose of the project is to reduce consumer demand for and consumption of illegal wildlife products, strengthen wildlife law enforcement and prosecution, and improve and harmonize the legal framework for wildlife crime in Vietnam.

Role summary:

The Chief of Party will provide overall leadership and technical direction for the project, ensuring achievement of project deliverables. The CoP will be the primary liaison with USAID and will manage project staff and implementing partners to ensure proper reporting, financial management, and compliance. The CoP is expected to coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards.

Key duties and responsibilities:

  • Provide overall technical leadership and expertise in the administration and management of the Combating Wildlife Trafficking (CWT) Activity, including ensuring strong integration of all three project objectives.
  • Lead the overall planning, implementation and management as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines.
  • Oversee a team of senior technical and program management project staff and ensure strong communication and coordination with and between all team members.
  • Supervise preparation of work plans, progress reports, financial reports, logistics, and other documents.
  • Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained.
  • Ensure financial and grants management compliance with FHI 360 and USAID rules and regulations.
  • Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID’s Contracting Officer and Contracting Officer’s Representative, implementing partners,
  • Government of Vietnam, private sector partners and other key stakeholders.

Qualifications, experience and abilities for the position:

  • Master’s degree in natural resources management/conservation or related field. Five additional years of experience in a related technical area may substitute.
  • 10 + years’ experience designing, implementing and managing large, complex projects relating to natural resources management and/or biodiversity conservation, preferably with some focus on CWT.
  • At least three years proven leadership in the management of similar sized international donor support programs with strong, demonstrated skills in strategic planning, management, supervision and budgeting.
  • At least three years of experience working with senior government officials, private sector leaders, and other stakeholders in natural resources management and/or biodiversity conservation sectors.
  • Demonstrated capacity to oversee monitoring, evaluation and learning. Ability to provide oversight and leadership for high quality results monitoring and assuring data quality, and for evidence-based adaptive management.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Excellent communication and interpersonal skills.
  • Written and oral proficiency in English required.
  • Relevant computer software skills, including at a minimum MS Word, Powerpoint, and Excel.
