1. Chief of party
Chemonics seeks a chief of party for an anticipated USAID funded project to support a program of cooperation with the Institute for Legislative Studies of the National Assembly of Vietnam. The program will provide technical assistance, training, and other support to increase the professionalization of legislative research services within the National Assembly.  The COP will be responsible for providing vision, technical leadership, management, and administrative oversight of the program. He/she will also act as a technical advisor to the Institute for Legislative Studies (ILS), providing direct technical assistance, advice, mentoring, and training to the staff of the ILS.

Qualifications:  
- Demonstrated senior management experience working in a legislative or parliamentary research service, such as the U.S. Congressional Research Service.
- Advanced degree in policy, public administration or related field
- Minimum 10 years of experience managing and/or developing  legislative research
- Strong comparative legislative experience and understanding of legislative environments
- Experience managing donor-funded local governance, public policy, or public administration projects
- Demonstrated knowledge or experience working in Vietnam or Southeast Asia preferred
- Experience providing technical assistance and/or training to individuals or teams involved in legislative research.
- Fluency in English required; knowledge of Vietnamese desired

2. Deputy director / Project advisor
Chemonics International is seeking a deputy director / project advisor for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include working directly with the chief of party on the project’s technical direction.

Qualifications:
- Advance degree in policy or public administration
- Experience working with the National Assembly and the Institute for Legislative Studies.
- The ideal candidate will be able to help the chief of party understand the National Assembly, how best to work with it, and with whom to work in it.
- Comfortable working in a political environment.
- Fluency in English required.

3. Director of training
Chemonics International is seeking a director of training for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include working with the chief of party and the deputy director / project advisor on developing engaging, interacting training programs for Institute for Legislative Studies staff.

Qualifications:
- Relevant university degree.
- At least 5 years experience on up-to-date participatory training methodologies and program and curriculum development.
- Experience working with the National Assembly and understanding its needs. Also experience working with the Institute for Legislative Studies.
- Experience working abroad preferred.
- Fluency in English required.

4. Research / policy specialist
Chemonics International is seeking a research / policy specialist for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include conducting public policy research on the National Assembly.

Qualifications:
- Relevant university degree.
- At least 5 years experience as a public policy research expert.
- Experience working with the National Assembly and the Institute for Legislative Studies.
- Experience working with a national, provincial, or state legislature outside of Vietnam as a public policy researcher preferred.
- Expert in understanding the needs of a legislature.
- Skilled in presenting research results in clear, concise ways.
- Strong writing skills.
- Fluency in English required.

5. Office manager and accountant
Chemonics International is seeking an office manager and an accountant for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include providing project operations and financial support to the project.

Qualifications:
- Advanced degree in finance and/or administration
- Minimum 3 years of relevant work experience
- USAID or other donor experience highly desired
- Experience working on related projects
- Fluency in English required
