1. Chief of party
Chemonics International is seeking a chief of party for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include: lead project’s technical direction and provide management oversight for project activities.

Qualifications:  
- Advanced degree in policy or public administration
- Minimum 10 years of experience managing and/or developing a legislative research experience.
- Experience working with a legislature in a developing country, preferably in Asia.
- Strong comparative legislative experience and understanding of legislative environments preferred.
- Experience managing donor-funded local governance, public policy, or public administration projects
- At least five years of experience managing large, complex projects for international donors.
- Experience in and knowledge of Vietnam or Southeast Asia preferred.
- Fluency in English required; knowledge of Vietnamese desired

2. Deputy director / Project advisor
Chemonics International is seeking a deputy director / project advisor for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include working directly with the chief of party on the project’s technical direction.
Qualifications:
- Advance degree in policy or public administration
- Experience working with the National Assembly.
- The ideal candidate will be able to help the chief of party understand the National Assembly, how best to work with it, and with whom to work in it.
- Comfortable working in a political environment.
- Fluency in English required.

Responsibilities include working with the chief of party and the deputy director / project advisor on developing engaging, interacting training programs for Institute for Legislative Studies staff.
Qualifications:
- Relevant university degree.
- At least 5 years experience on up-to-date participatory training methodologies and program and curriculum development.
- Experience working with the National Assembly and understanding its needs.
- Experience working abroad preferred.

4. Research / policy specialist
Chemonics International is seeking a research / policy specialist for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include conducting public policy research on the National Assembly.
Qualifications:
- Relevant university degree.
- At least 5 years experience as a public policy research expert.
- Experience working with a national, provincial, or state legislature outside of Vietnam as a public policy researcher preferred.
- Expert in understanding the needs of a legislature.
- Skilled in presenting research results in clear, concise ways.
- Strong writing skills.
- Fluency in English required.

5. Office manager and accountant
Chemonics International is seeking an office manager and an accountant for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies and the National Assembly. Responsibilities include providing project operations and financial support to the project.
Qualifications:
- Advanced degree in finance and/or administration
- Minimum 3 years of relevant work experience
- USAID or other donor experience highly desired
- Experience working on related projects
- Fluency in English required

6. ICT specialist
Chemonics International is seeking an ICT specialist for an anticipated USAID-funded project in Vietnam to develop the capacity of the Institute for Legislative Studies (ILS) and the National Assembly (NA). Responsibilities include developing the ILS’s ICT system. Help the ILS develop a system to share and transmit information within the NA and around Vietnam.
Qualifications:
- Relevant university degree.
- Experienced understanding of databases and how to connect to legal databases worldwide.
- The ideal candidate would have both knowledge of databases and legal systems and know how to design a parliamentary information system.
- Experience working abroad preferred.
- Fluency in English required.
