Chief of Party for the Vietnam Clean Energy Program

WINROCK INTERNATIONAL, a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources, is seeking Chief of Party applications for the Vietnam Clean Energy Program, a multi-year USAID-funded program that aims to strengthen the foundation for low emissions energy systems in Vietnam.  Applicants should submit a current resume and cover letter referencing “COP VCEP” by May 20, 2015 to [email protected].

ESSENTIAL RESPONSIBILITIES:

  • Provide overall technical leadership to achieve the results of the project.  
  • Oversee financial/administrative aspects of the project including managing the budget.
  • Provide supervision, support, and direction to long- and short-term staff.
  • Administer the project's financial oversight and procedures, ensuring compliance with established Winrock accounting principles and USAID regulations.
  • Manage subcontracts with local service providers, ensure all deliverables are provided on time and to the quality expected.
  • Monitor program indicators, evaluate program results and make recommendations for improvement in program implementation.
  • Analyze project impact and challenges to adaptively manage the project to meet or exceed results.
  • Ensure women and marginalized groups benefit from the project.
  • Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals.
  • Prepare annual work plans and progress reports, and monitor the implementation of these plans.
  • Prepare and submit quarterly reports on progress of activities and achievement of program results to USAID.
  • Interact directly and on a regular basis with USAID and other stakeholders.
  • Represent Winrock at meetings and events as required.

QUALIFICATIONS AND REQURIEMENTS:

Education:  Advanced degree in Business/Management, Economics, Energy, Engineering, Environment, Finance, Law, Policy or other relevant field.

The ideal candidate will have the following experience:

  • Minimum fifteen (15) years of experience managing and implementing multi-million dollar donor-funded energy sector programs in developing countries.
  • Extensive knowledge of USAID operations, programming, and structure preferred
  • Extensive knowledge of clean energy sector (e.g. enabling environment, energy efficiency, renewable energy)
  • Experience in clean energy policy reform, government engagement, market design and support, and technical analyses.
  • Demonstrated experience in monitoring and evaluation
  • Demonstrated personnel and financial management skills
  • Demonstrated ability to market and communicate project goals, objectives, and technical assistance vision to client, counterparts, project team, and beneficiaries. 
  • Strong communicator, both verbally and in writing, with clients, counterparts and staff.
