Child Justice Specialist

UNICEF Viet Nam is looking for qualified international candidates for the following temporary post:

PURPOSE
Under the guidance of the Chief of the Child Protection Section, responsible for the planning, implementation, monitoring and evaluation of the assigned project within the Child Protection Programme. Special focus is on the legal and justice aspects of the Child Protection Program ensuring linkages between welfare and justice systems.

MAIN DUTIES AND RESPONSIBILITIES
- Takes primary responsibility for the development of the work plan and technical decisions as well as for project management, implementation and monitoring of the assigned project, Friendly Justice for Minors, within the Child Protection programme. Participates in the development of the sectoral workplan, especially related to legal protection, ensures compliance to specific assigned objectives. Provides technical advice and assistance to government officials and other partners in planning, implementation, monitoring and evaluation of the Project. Assists in development and/or introduction of new approaches, methods and practices in project management and evaluation.
- Provides legal knowledge, technical advice, and support for policy advocacy to position Justice for Children within the national legal framework, legal reform, and improvement of legislation and policies related to Child Protection. Provide technical support and guidance on appropriate technical and institutional capacity building measures to achieve programme and project goals.
- Participates in inter-sectoral collaboration with other programme colleagues. Collaborates with other Programme/Project Specialists/Officers to ensure the integration of the Justice for Children with other sectors. Assists in development of appropriate communication and information strategies, methodologies to support programme development and social mobilization.
- Undertakes field visits to monitor the assigned Child Protection project(s), conducts periodic project monitoring as well as project reviews with government counterparts and other partners.
- Analyses and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet project and program objectives. Proposes and/or undertakes actions on operational procedures affecting project implementation and management.
- Collaborates with the Operations and Supply Sections and Government authorities to establish and maintain sound internal controls supportive of the planning and implementation of the Justice for
- Minor Project, to coordinate financial and supply management requirements as well as to ensure accountability.
- Enhances effective sectoral or inter-sectoral planning, development and management by guiding, coordinating and supporting the timely update of the situation analysis related to Justice for Children. Provides substantive advice, recommendations and inputs in the formulation of country programme documents and plans of actions relating to Child Protection programme, especially Child Protection legal framework and Justice for Children.
- Promotes knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme/project directions and on introduction of new initiatives in the country.
- Promotes the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes. Contributes towards strengthening partnerships with Government partners, NGOs, UN and bilateral agencies in the area of Justice for Children. Provides quality contribution in the One UN Initiative, maintain active participation to Governance PCG.
- Prepares programme/project status reports, briefing documents required for management Board, donors, programme analysis, annual reports, etc and develops project proposals to be submitted to donors for fund raising.

QUALIFICATIONS REQUIRED
- Advanced university degree in law or other relevant field
- Eight years of professional work experience at national and international levels in child protection, including international work experience
- Advanced technical knowledge of theories, principles and methods in child protection systems, and improving justice for children
- Solid programme/project management skills
- Solid knowledge of latest development and technology in related field, including UNICEF policies and strategy in child protection
- Strong analytical, negotiating, communication and advocacy skills
- Good supervisory and managerial skills
- Ability to work in an international and multicultural environment
- Experience and knowledge of UN system or NGO’s
- Experience of working within Viet Nam (an asset)
- Excellent interpersonal communication
- Proven ability to work in team and team leadership skills
- Fluency in English and a second UN language (IP)
- Knowledge of local working language of the duty station an asset
- Knowledge of computer management and applications.
- Good ability to work in an international and multicultural environment

CONDITIONS OF WORK
An office-based post with frequent travel within the country and occasionally outside duty station.
