WVV Child Protection and Participation Technical Programme Specialist

TERM OF REFERENCE

I. BACKGROUND:

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has been funded from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVV employs about 430 staff, of which 93% are Vietnamese nationals.

WVV is operating in 4 zones: North 1 (Hoa Binh, Dien Bien), North 2 (Yen Bai, Tuyen Quang, Hai Phong), Central (Thanh Hoa, Quang Tri and Da Nang) and South (Quang Nam, Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

II. JOB PURPOSE:

Child Protection Specialist supports WVV’s strategic goal to ensure that children are protected from all forms of violence and are actively participating in decisions that affects their lives.  This role has a strong focus on providing technical expertise and support to ensure the quality and resources for the successful deliver of WVI Vietnam’s Child Protection and Participation (CPP) programming and funding acquisition efforts.

III. MAJOR RESPONSIBILITIES:

Child Protection and Participation Technical Programming (40%)

  • Support Child Protection and Participation Manager in designing and managing the Child Protection and Participation Programme including ensuring the Development Program Approach and Transformational Development Principles are applied in all Area Programmes.
  • Coordinate and disseminate World Vision’s Child Protection and Participation initiatives and best practices for programming, advocacy and funding.
  • Ensure the development, contextualization and delivery of technical guidance and capacity building for Technical Program Officers, Area Program staff to enable them to deliver and monitor evidence based, quality Child Protection and Participation programme
  • Map out and collaborate with national government agencies, UN agencies, Local/ International NGOs, network on child protection and participation, including joint advocacy on related policies and partnership for funding opportunities.

Technical Quality Assurance (35%)

  • Standardize DME tools for baseline, monitoring and evaluation of the TP in working with Program Effectiveness team.
  • Technically endorse all LEAP documents (e.g. child protection baselines, designs, proposals, and evaluations) as per the agreed business process.
  • Promote action learning across World Vision Vietnam through regular meetings and training of Technical Program Officers, Operations and other departments to take leadership of structured reflection in zones, Area Programs and grant funded projects.
  • Coordinate the Implementation Quality Assurance (IQA) process for the Child Protection and Participation program to ensure the quality of program implementation.
  • Conduct monitoring and support visits to Area Programs implementing child protection and participation projects and provide field technical consultation as needed.

Safeguarding Standards (10%)

  • Support Child Protection Manager in contextualizing and updating the Safeguarding standards periodically or when needed.
  • Provide capacity building and technical guidance to Technical Program Officers, Area Programmes, special projects and departments/ functions to ensure compliance with WVV safeguarding standards, including safeguarding incidents report and response.

Coordinate with departments, Area Programs, special projects to ensure monitoring and reporting on the implementation of the safeguarding policy.

Proposal development and grants implementation (10%)

  • Support Child Protection and Participation TP Manager in developing Grant/PNS Concept Notes and Proposals for CPP
  • Provide technical support for design, implementation and evaluation of CPP Grant or PNS projects.
  • Provide recommendation for Go/No-Go analysis
  • Participate in proposal design and technical writing, including: Problem analysis, Theory of change, Technical approach elaboration, Logframe development, Set the targets of beneficiaries impacted by the proposed project, Detailed description of proposed interventions and activities, GESI and sustainability strategy, Cooperation mechanism with relevant actors in the sector, Budget development for national level activities
  • Provide technical support to project team during project implementation

Donor and partner engagement

  • Contribute to donor and partner mapping and development of donor and partner engagement plan
  • Initiate or participate in donor engagement activities
  • Contribute to the delivery of the technical branding plan through developing sectoral capacity statements, representing WVI Vietnam in technical networks, meetings and workshops of donors and partners, collaboration with Communications Department to develop resources that highlight WVI Vietnam technical expertise, organizing technical workshops on successful models with external audience
  • Participate in the partner vetting process which includes partner due diligence and rapid capacity assessment process

Cross Cutting Themes and Others (10%)

  • Standardize Gender/DRR/Climate resilience, Faith and Development mainstreaming framework/tools/methods/training materials which align with partnership imperatives, best practice approaches, and NO strategic priorities.
  • Conduct technical capacity building activities for AP staff, including indoor training, on the job training, coaching and ongoing technical support to ensure that guidelines/tools on Gender/DRR/climate resilience, Faith Development mainstreaming are clearly understood, followed and best practices are replicated by AP staff.
  • Develop tools/mechanism to ensure that standard indicators (goal, outcomes, and outputs) are disaggregated by Gender equality and social inclusion.
  • Take responsibility for personal security, accurately identify and assess the dangers and respond in the most appropriate way; take all good faith efforts to keep other WVV staff and property secure with guidance and instruction as being trained by WVV
  • Perform other duties as assigned by the manager to contribute to the team performance.

IV. KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

Required Professional Experience:

  • At least 5 - 8 years’ experience in Child Right, Child Protection programming.
  • Prior project management experience in INGO-funded projects
  • Experience in networking with a range of donors, multilateral organisations, and government bodies.

Required Education, training, license, registration, and certification:

  • Bachelor’s degree in Social Sciences, Development Studies, or any related field with strong emphasis on Child Protection and Participation or circular economy. Master degree is preferred.

Preferred Knowledge and Qualifications:

  • Strong relevant technical expertise in child protection and participation, including online safety, child labor and safeguarding, organizing campaign
  • Proven ability to provide coaching and deliver other capacity-building activities
  • Ability to provide supportive supervision to ensure the interventions’ quality
  • Ability to provide staff training/coaching
  • Ability to document and share best practice for replication.
  • High levels of diplomacy, communication, negotiation and persuasion, and advocacy skills
  • Good data analysis and reporting skills.
  • Excellent interpersonal, organisational, time-management skills
  • Strong problem-solving, liaison and networking skills
  • Good proposal writing skills.
  • Willingness to support articulate and demonstrate World Vision’s core values in meaningful ways to colleagues, partners, donors, children and communities.
