I. Summary of the Post:

Under the supervision of the Chief of Child Protection Section, responsible for planning, implementing, monitoring and evaluation of the Special Protection Measure for the Most Vulnerable Children Project to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives, in particular the project component on Child Exploitation.

II. Key Duties and Responsibilities:

1. Be responsible for the overall planning, implementation, monitoring, evaluation and reporting of the Special Protection Measures for the Most Vulnerable Children Project

  • Providing technical support and coordination for the development of 2015-2016 Multi Year Work Plan (MYWP) of the Special Protection Measure for the Most Vulnerable Children Project as office timeline;
  • Ensuring the remaining activities of 2014 Annual Work Plans (AWP) which are still ongoing in early 2015 & relevant 2015-2016 MYWP are implemented as planned and with good quality
  • Attending and providing technical inputs to regular meetings with counterparts to review the implementation of the MYWP and at various fora as relevant;
  • Ensuring adequate spending of resources toward achievement of the defined results in 2015-2016 MYWP and closely monitor project financial expenditures;
  • Timely and effectively monitor and report on project implementation through submission of regular highlights (quarterly, progress reports and plans)
  • Collaborating with section’s colleagues to timely process project activity requests from counterparts

2. Provide technical assistance to partners for implementation of components on:

  • Anti-human trafficking and Commercial Sexual Exploitation of Children
  • Child Labour
  • Children Affected by HIV/AIDS
  • Relevant child protection interventions at sub-national level.

3. Provide contributions to cross-sectoral office initiatives and cross-agency work

  • Participate in regular office meetings, annual review meetings of JPG on HIV/AIDS, one UN Working group on Human Trafficking
  • Provide inputs for planning and reporting of One UN programmes
  • Participate and provide inputs to the work of the partnership group on Adoption

4. Quality and timely contribute to the Child Protection Programme-wide work and Country Office's fundraising efforts

  • Provide timely and quality preparation and input for draft donor reports, proposals, CP programme Toolkits
  • Support the organisation of donor visits and contribute to briefings on Programme as relevant
  • Ensure effective utilization of all PBAs as per budget approved by donors

III. Qualifications:

1. Education

  • Advanced University Degree, preferably in social work, law or related social sciences.

2. Work Experience

  • Five years of professional work experience at national and international levels in programme planning, management, monitoring and evaluation in child protection.
  • Background/familiarity with Emergency.

3. Language Proficiency

  • Fluency in English and Vietnamese.
