SCOPE OF WORK

VIETNAM LOCAL CAPACITY DEVELOPMENT

PUBLIC ADMINISTRATION/SUB-NATIONAL GOVERNANCE CAPACITY ADVISOR
Hanoi Based

1. PROJECT BACKGROUND:

The Local Capacity Development (LCD) activity will support the capacityof and engagement between sub-national government (provincial and local) and local organizationsleading to more transparent policymaking, effective implementation processes, andbetter delivery of services to Vietnamese citizens.Local organizations  are defined as Vietnamese non-governmental and not-for-profit organizations and Private sector service providers existing in Vietnam and legally registered by GVN Laws and regulations that seek to advance or express certain interests on behalf of its members. The LCD activity will work in up to nine provinces (three each in the North, Center and South). 

The activity will work through three simultaneously, complementary Objectives: 

  • Objective 1: Local government and local organization capacity strengthened (needs assessments; capacity strengthening plans, and capacity building for local government and local organizations)
  • Objective 2: Forums for locally-led issue identification and action established (support mechanisms  space for local government -provincial and below), local organizations, and other stakeholders to engage on issues that matter
  • Objective 3: Public service solution/initiatives implemented

2. ROLE'S PURPOSE:

The CIVIL SOCIETY CAPACITY ADVISOR will be responsible for supporting assessments, capacity development plans and associated training for local organizations (nongovernmental, nonprofit, businesses associations, etc.) at national, provincial and municipal levels.  S/he will advise provincial-based technical staff.  S/he will work closely with a Local Government Capacity Advisor to ensure complementary delivery of capacity building advice to supply side (government) and demand side (civil society actors).

3. OBJECTIVES AND DUTIES

The Advisor will be responsible for the following tasks:

  • Devise capacity assessment and planning tools and processes for local organizations.
  • Participate in select assessments in up to nine provinces, and/or guide assessment teams.  
  • Identify methodologies for capacity building (direct training, training of trainers, in-person and technology enabled modules and other non-classroom-based forms of capacity building)
  • Provide regular advice and consultation to provincial-based coordinators and short-term consultants.  
  • Advise a Grants Manager on scopes of work and calls for proposals.
  • Help teams identify opportunities for delegated or joint delivery of services by local government and non-profits, including through Social Contracting
  • Identify local experts/help develop scopes of work to support public service solutions/initiatives.

4. REQUIRED QUALIFICATIONS

  • 8 – 12 years of international development experience working in the area of NGO development, civil society capacity building and related
  • Significant experience in working on donor-funded projects; with a preference for experience with USAID-funded projects
  • Expertise in NGO capacity building, advocacy and service delivery
  • Experience in managing multi-stakeholder platforms preferred
  • Knowledge of flexible, adaptive approaches and methodologies required
  • Fluent verbal and written communication skills in English and Vietnamese required
