Title: Climate Adaptation Expert (CAE) (for Vietnamese nationals)

 

1. BACKGROUND

 

The VIE/301 – Climate Adaptation and Resilience Project (GCF project code: SAP040) aims to catalyze investments in climate change adaptation through several key initiatives. This includes enhancing the province’s Early Warning System (EWS) and supporting locally-led adaptation efforts by mainstreaming climate considerations into development planning, monitoring, ecosystem-based adaptation (EBA), and climate-resilient agricultural practices. The project will be structured around the following components:

  • Component 1: Strengthening the institutional framework to support risk-based decision-making, climate change adaptation planning, investment, and monitoring.
  • Component 2: Enhancing the resilience of ecosystems and the livelihoods of local men and women.
  • Component 3: Scaling up climate-resilient practices and financial mechanisms. 

 

2. OBJECTIVES 

 

The Climate Adaptation Expert (CAE) intervenes and supports directly on Component 1 which aims at strengthening the institutional framework for enhanced risk-based decision-making and climate change adaptation planning in Hue province. It focuses on improving the early warning system (EWS) and incorporating climate adaptation considerations into socio-economic development plans (SEDPs).

As activities of project components are complementary, initiatives in Component 1, which aims to strengthen the early warning system, directly inform Component 2’s focus on protecting communities from climate hazards. Concurrently, Component 3 supports diversified and resilient livelihoods through climate-resilient practices. Collaboration between the Climate Adaptation Expert and technical advisers/experts from other components is essential for a cohesive approach. The CAE will ensure alignment between early warning systems and protection strategies in Component 2, while also integrating climate-resilient practices from Component 3.

The objective of this position is to provide solid technical and management expertise to ensure that all adaptation initiatives in Component 1 align with the objectives of project VIE/301 and comply with the Green Climate Fund’s (GCF) eligibility criteria, requirements, and LuxDev’s procedures throughout the climate adaptation process, including planning, risk assessment, adaptation response identification, stakeholder engagement, and monitoring evaluation and learning (M&EL) integrating gender equality and social inclusion (GESI) into adaptation programming. Further, adaptation relevant initiatives/activities of the other project Component are strengthened and mutually reinforcing throughout the project as well as (if found relevant) with other climate projects in the same target zone.

 

3. MAIN RESPONSIBILITIES 

 

Workplan and budget:

  • Collaborate with the project team to define the workplan and budget of activities with measurable timelines and effective allocation of resources.
  • Follow-up on the actvity progress, outputs and outcomes and disbursement progress on a monthly basis and promptly report any potential delay, discrepancies and recommended alternatives or corrective measure to the CTA.

Risk Assessment

  • Lead assessments to identify and evaluate key climate risks affecting local communities, sectors, and ecosystems within the province.
  • Analyze and map (curent and future) vulnerabilities of the local population and critical infrastructures, highlighting the factors that exacerbate their susceptibility to climate impacts.

Adaptation Response Identification and Intervention:

  • Identify feasible and contextually appropriate adaptation strategies, toolkits and interventions based on thorough risk assessments and stakeholder input.
  • Collaborate with relevant stakeholders to design and develop comprehensive adaptation responses tailored to local conditions, giving priority to locally-led adaptation measures.
  • Assess and strengthen the existing Early Warning System (EWS) in TT Hue province to ensure it meets the needs of local governments and communities in preparing for climate hazards.
  • Collaborate with relevant stakeholders to design and implement a comprehensive concept of operations for the EWS, addressing: risk knowledge and management, monitoring and early warning, dissemination and communication and response capabilities.
  • Work closely with experts from other project components to identify synergies, maximize resource use, and enhance the overall impact of project initiatives.
  • Lead training sessions and capacity-building programs for local authorities and stakeholders on the enhanced EWS and the integration of climate adaptation into local development planning.
  • Organize workshops on knowledge-sharing and facilitate effective communication and collaboration with local government partners, external experts, and service providers, ensuring project success.

Stakeholder engagement:

  • Facilitate effective communication and collaboration with local government partners, community organizations, external experts, and service providers to ensure community involvement and stakeholder commitment.
  • Ensure stakeholder insights are integrated into planning and adaptation response processes.

Monitoring, Evaluation, and Learning (M&EL)

  • Review and/or define key performance indicators (KPIs) for climate adaptation effectiveness.
  • Develop and implement a robust M&EL framework to track the performance of adaptation initiatives and assess their effectiveness over time.
  • Ensure that the M&EL system captures vital data on climate change impacts, stakeholder participation, and intervention outcomes. Regularly report findings, lessons learned, and recommendations to the Chief Technical Advisor (CTA) and relevant stakeholders for continuous improvement of adaptation strategies.
  • Produce high-quality written reports, policy briefs, and technical notes on climate adaptation progress, lessons learned, and best practices for internal and external stakeholders, including LuxDev headquarters, national authorities, and donors.

4. SKILLS REQUIRED FOR THE JOB

 

Education/Expertise:

  • Advanced degree in climate change, environmental management, sustainable development, or a related field.

General Experience

  • At least 10 years of professional experience in climate resilience, adaptation strategies, and project management.
  • Strong knowledge of Vietnam’s climate policy context, adaptation planning frameworks, and institutional arrangements.

Specific Experience and skills

  • Demonstrated experience in institutional analysis, climate governance, and capacity building and policy development in the context of climate adaptation projects.
  • Experience in design and implementation of mitigation and adaptation interventions, climate risk assessment, planning and preparedness and economics of climate change
  • Proven track record of facilitating multi-stakeholder consultations and participatory workshops and integrating adaptation strategies into local development plan and M&E systems
  • Familiarity with GCF processes and reporting requirements is considered an asset.
  • Proficiency in both written and spoken English and Vietnamese is essential for effective communication and reporting duties.

 

5. CONDITIONS: 

  • Location: Project VIE/301 in Hue city, Vietnam 
  • Nature of the position: full-time position; 
  • Duration: 1 year, (renewable) pending final approval of all donors for contracting
  • Salary will be determined based on the successful candidate’s experience and qualifications, as well as the availability of the project budget.
