Climate Change Adaptation and Planning (CCAP) Advisor and Project Coordination Advisor

The GIZ-Mekong River Commission (MRC) Cooperation Project “Transboundary Water Cooperation in the Lower Mekong Basin II (TWC II)”, commissioned by German Federal Ministry for Economic Cooperation and Development, is currently seeking two (2) qualified candidates for the above-mentioned positions, based in Vientiane Capital, Lao PDR starting from 01.07.2024 until 30.06.2026 for CCAP Advisor position and 01.07.2024 until 31.12.2024 with possibility of extension for Project Coordination Advisor position.

MAIN TASK AND RESPONSIBILITIES:

Project Coordination Advisor

  • Support the coordination of Development Partners (DPs) working with MRC; liaise with DPs Embassy staff in Vientiane and Bangkok.
  • Closely cooperate with the German Embassy regarding a common TEAM Germany approach to support MRC.
  • Organize and facilitate workshops, meetings and larger conferences with international stakeholder groups regarding MRC’s long-term development strategy and further specialized topics.
  • Elaborate and maintain strong and direct communication channels with national MRC partners in the four member countries Cambodia, Laos, Thailand and Vietnam.
  • Liaise and coordinate with sector experts and civil society at local beneficiary level.
  • Elaborate Terms of Reference (ToR) and coordinate with external consultants.
  • Develop PR material (incl. social media) and external project documentations.

REQUIRED QUALIFICATIONS:

  • Master’s degree in social sciences/ journalism/ business administration/ economy/ environmental studies/ Natural Sciences/ Human Geography or related field related.
  • At least 5 years of professional work experience, preferably abroad or with international companies or organizations.
  • Experience in moderation and PR (social media).
  • Working experience with international donor organizations/ development partners, high-ranking decision-makers.
  • Excellent English language skills, routine in communication and excellent report writing.
  • Excellent and proven project management skills.
  • Proven ability to organize and moderate workshops and high-level meetings with diverse stakeholder groups.
  • Ability to quickly anticipate new tasks, high orientation towards problem solving, strategic thinking.
  • Excellent communication skills and anticipation to create networks and sound working environments to successfully implement project activities.
  • High motivation for the job, diligence, high performance standards also under time pressure.
  • Willingness to upskill as required by the tasks to be performed.
  • Very good working knowledge of related ITC technologies and computer applications (Microsoft 365).

CCAP Advisor

  • Advise the Mekong River Commission’s different divisions in the implementation of transboundary Joint Projects regarding climate change adaptation planning.
  • Support the planning (incl. execution of feasibility studies) and investment implementation of Ecosystem-based Adaptation measures at different watershed sites in border areas in all 4 Lower Mekong Basin countries.
  • Responsible for the coordination and management of international consultants (incl. tendering, backstopping);
  • Facilitate and moderate capacity development approaches with different stakeholders groups (MRC, National Mekong Committees, national line ministries, etc.).
  • Responsible for Monitoring and Evaluation (M&E) contributions, reporting and further conceptualization/ elaboration of studies, surveys and reports.
  • Frequent business travels to all 4 Mekong countries to closely work with GIZ colleagues from other countries and to organize international meetings, workshops and trainings.

REQUIRED QUALIFICATIONS:

  • Master’s degree in environmental studies, Natural Sciences, Geography, Social Science, Civil Engineering or related field related.
  • At least 5 years of professional work experience in a related field.
  • Excellent English language skills (writing and speaking).
  • Excellent and proven project management skills to manage technical tasks.
  • Proven ability to facilitate workshops, trainings.
  • Excellent communication skills and anticipation to create networks and sound working environments to successfully implement project activities.
  • Willingness to upskill as required by the tasks to be performed.
  • Very good working knowledge of related ITC technologies and computer applications (Microsoft 365).
