Climate Change Advocacy and Network Support Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Climate change advocacy and network support Officer position for the program: Civil Action for Socio-economic Inclusion in Sustainable Development for Northern Ethnic Minorities in Vietnam (CASI III)

Position information:
Position title:        Climate change advocacy and network support Officer
Reporting to:           CASI Project Manager and DRR/CC Program Manager
Contract:                      03 months
Base in:                        Hanoi with travel to project sites as required

Position Summary

The position is responsible for support capacity building on climate change advocacy planning and communication for the program partners and Community Organization Strengthening (CSO) networks. She/he also supports development and implementation of climate change advocacy priorities of CARE VN. The position is under technical supervision of the program strategic advocacy plan and communication specialist (AC specialist). 

Main duties

- Works closely with the AC specialist to support capacity building on climate change advocacy planning and communication including support CSO partners/network to develop CC advocacy and communication plans.
- Linkage and supports the program partners, CC-CSO networks actively interact and participate with the relevant stakeholders, CC networks and joint policy work with CCWG, government ministries and donors including the Advocacy and Capacity Building Project for civil society of led by SRD and support capacity building in relation to climate change for NorthNet, other EM networks and NGOs.
- Work with CC adaptation specialist and Evidence based planning officer to to build capacity and support the program partner/s develop evidences based that will support the program/partner strategy on advocacy process at different level.
- Works closely with DRR/CC Coordinator on advocacy climate change issues to ensure CASI CC advocacy strategy inline with CARE VN CC priorities.
- Support VNGO staff to actively contribute to  CCWG/DMWG/JANI joint advocacy strategy and action plan implementation, MOU of CCWG and VNGO & CC Network with Department of Hydrometeorology and Climate Change/MONRE on issues related to ethnic minority
- Supports information management systems and ensure CC information is accessed in CVN, partners and other stakeholders
- Together with program CBA Specialist, involve in research, assessment and documentation in the communities, M & E when required
- Support to introductory workshops and meetings with program staff to raise awareness of climate change and its potential impact on Vietnam’s poor people and CARE’s program goals
- Support to CARE in Vietnam’s efforts to proactively minimize its carbon footprint
- Support the Climate Change Manager to collect information for the new project proposal development on climate change adaptation and mitigation;

Program management support
- Supports preparation and review of annual, quarterly work plan, budgeting on climate change support;
- Prepare quarterly progress report on climate change advocacy and networking support
- Supports capitalization/ documentation of small grant facility’s experience and lessons;
- Ensure that the project strategies are effectively applied in implementation process and  consistent with national priorities, strategies, and mandates
- On request, represent the project and participate in national events concerning project strategies/areas such as civil society development, people’s participation and ethnic minority poverty reduction, making the link between CASI project work and issues raised by these groups.

Selection Criteria

- University Degree or Master in environment or relevant subjects
- Strong experience/knowledge with advocacy, preferably related to climate change and disaster risk reduction
- Confident to design advocacy plan and facilitate advocacy activity
- Interested and have good capacity in networking
- Excellent communication, facilitation and team work
- Fluent English
- Experience/skills with research, survey and documentation. 
- Understanding of ethnic minority discrimination, underlying causes of poverty, respect for ethnic minority knowledge and capacities
- Good writing skills in both English and Vietnamese
