Climate Change Resilient Livelihood Officer/Specialist

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill Climate change resilient livelihood Officer/Specialist for Climate Change and Disaster Risk Reduction.

Position information:

Position title:        Climate change resilient livelihood Officer/Specialist
Reporting to:          Climate change/Disaster risk reduction (DRR/CC)
Contract:                      One year with potential extension
Base in:                        Hanoi with travel to project sites as required

Position Summary

The Climate Change Resilient Livelihood Officer will assist the DRR/CC Manager to implement the climate change and disaster risk reduction activities under ANCP EMWE, HPA, DIPECHO funding, including supporting target communities to adapt with DRR and CC, coordinate research and development of resilient livelihood models using indigenous knowledge, partner liaison and administration support for communication and coordination of issues relating to the adaptation of the ethnic minority people and other vulnerable people to climate change with the CARE in Vietnam program staff and a wide range of national and international stakeholders. Special support will be given to coordinate different areas of climate change including CASI Climate Change, Mangrove and ICAM.

Main duties

- Under the supervision of the  Manager, support in implementation of activities under the ANCP EMWE climate change in partnership with partners in line with agreed programme framework, programme operations and advocacy/ coordination and communication aspects
- Support to provide orientation/awareness raising on disasters and climate change for communities and partners
- Support partners in the vulnerability and capacity assessment, increase EM adaptive capacity etc.,.
- Coordinate research on indigenous knowledge in livelihood to inform design of climate resilient livelihood for EM target people with a focus on women
- Support partners  in design of climate resilient livelihood with special attention to  indigenous  knowledge and local initiatives and options for multiple benefits implementation of adaptation strategies
- Work closely with Community based Disaster Risk Management (CBDRM) Officer in integrating climate change and CBDRM and linkage with social economic development planning using developed indicators to ensure the quality of climate change adaptation mainstreaming
- Document methods, good adaptation practice, experiences and results from communities and partners.
- Support to build capacity for partners (VNGOs, local authorities) and programme staff on climate change adaptation including trainings, coaching, co-planning, and others if required.
- Assist with organizing workshops, trainings, developing training guidelines and materials relating to climate change awareness raising and mainstreaming for partners, local authorities and beneficiaries.
- Cooperate with other team members to share the experience of the mountainous people in adaptation to climate change, and good adaptation practices with CCWG and other stakeholders to scale up the project practise and to contribute for advocacy objective.
- Support to build capacity for CARE staff on CC.

 Administrative support

The CC Project Officer provides program support to DRR/CC Manager and administrative support to EMWE/HPA operation manager and Project Partners in implementation of the Empowering Ethnic Minority Women (EMWE) funded by ANCP and HPA.

- Conduct administrative duties related to all aspects of implementation of the Component and follow all management procedure of CARE in Vietnam.
- Ensure that all necessary financial procedures of climate change activities, including those conducted by partners are completed and in accordance with CARE’s financial management systems;  
- Take meeting minutes and prepare meeting/workshop reports when required
- Contribute to managing information on project process and the preparation of  reports on project activities in agreed formats;
- Arrange and expedite funds transfer, travel plans and logistics;

Selection Criteria

- University Degree in Environment; Climate Change; Social  Development or related fields
- At least 2 years working experience/knowledge with upland livelihood and/or natural resource management system and challenges
- Good capacity to facilitate participatory climate change/disaster risk reduction tools, methodology, analysis
- Good communication, good facilitation and team work, good gender knowledge
- Experience/skills with research, survey
- Understanding of ethnic minority discrimination, underlying causes of poverty, respect for ethnic minority knowledge and capacities
- High level of fluency at English
- Good writing skills
