Vietnam Forests and Deltas Program - Position Description: Climate Literacy Trainer

1. BACKGROUND AND RATIONALE

The goal of the USAID Vietnam Forests and Deltas Program is ‘to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development.’ It was developed to assist the GVN in moving recently enacted national policies and legislation on climate change adaptation and green growth into practice at provincial and local scales.

Increasing climate literacy at all levels of leadership in Vietnam will build the capacity for adaptation, enhance the resilience of vulnerable communities, promote best practices in resource management, and encourage innovative solutions for a sustainable economy and disaster risk management. Ultimately, a climate literate citizenry, developed through engagement, training opportunities, and action plans will be better able to make informed and responsible decisions in the face of challenges and opportunities related to climate change. Training opportunities will be provided to provincial leaders to increase their knowledge and skills in climate science that can be used in local decision-making. Through active engagement strategies, attendees will be encouraged to think creatively about environmental solutions to local consequences to climate change. Ultimately, communities of practice will be part of each province composed of
knowledgeable trainers, local leaders, and experts who will be guided the science to make informed decisions and actions through coordinated and integrated programs of research,
education and community support.

Winrock International is seeking an experienced candidates to provide leadership in developing and implementing training sessions in climate science for provincial and local leaders. A four or five day in-service training opportunity spread over two weeks is proposed for teams of leaders in 4 provinces; Long An, Thanh Hoa, Nghe An, and Nam Dinh and will be piloted in one province during May, 2014.

2. SCOPE OF WORK

Selected climate literacy trainers will collaborate directly with VFD staff, the U.S. Embassy Science Fellow, Provincial DARDs, and other invited experts to design and deliver up to 5 days
of training for each identified province. Other potential collaborators include Water Resource Directorate of the Ministry of Agriculture and Rural Development (MARD), other related departments and ministries, of the Government of Vietnam (GVN) including officials at the national and provincial levels and at other universities.

Climate Literacy trainers will work with liaise closely with other program representatives including SNV, the Vietnam Red Cross Society/the American Red Cross and appropriate climate-related NGOs to select useful information, resources and potential additional training opportunities for local leadership.

The training will be spread over 2 weeks with 2-3 days the first week and 2 days the second week.

Trainers will work collaboratively with VFD staff to design appropriate evaluation outcomes for the training to ensure the program objectives are being met.

3. SUPERVISION

Supervisor

The selected trainers will report to the VFD program Chief of Party.

The MARD Co-Director of the VFD program will assist with work planning for this position as well as with the annual performance review.

4. SPECIFIC RESPONSIBILTIES

1. Participate in the planning process to design 4-5 day training opportunities in climate cooperation with the Provincial DARDs, VFD and NGO partners.
2. Provide guidance on scope of the training, including collation of teaching materials from existing climate education projects.
3. Support the design and implementation of the quantitative and qualitative monitoring and evaluation (M&E) strategies to gather information about training effectiveness.
4. Provide leadership and instruction during the training at selected provinces.
5. Provide feedback after the training pilot phase about effectiveness of training activities, appropriateness of content, and the organization and workload of trainers.
6. Contribute to pilot phase reporting, annual reports and to final project documents.
7. Ensure good practice in gender equity and social inclusion throughout program implementation.
8. Assist with the development of program related communications materials and publications.

5. REQUIRED QUALIFICATIONS AND EXPERIENCE

Leadership

An effective communicator and a good listener, who is able to appreciate different points of view and to inspire and lead others by example.

Skill at working in a team environment, ready to support group decisions and share the work load for common goals.

Experience

A proven record of accomplishment in senior roles within international organizations (a major NGO, UN, Red Cross or academic institution).

Extensive experience in training high level authorities.

Skill in conducting classroom instruction of various types, including lectures, small group activities, and practical exercises.

Skill in using assessment tools to evaluate the effectiveness of training programs and assess organizational training needs.

Experience with climate education programs including but not limited to LEAF (Lowering Emissions in Asias Forests), UNESCO’s Climate Change for Education, UNDP Low Emission

Capacity Building Programme (LECBP), and the “Strengthening institutional capacity for disaster risk management in Vietnam, including climate change related disasters-phase 2" (SCDM II) from the VUFO NGO Resource Centre.

Education

Minimum Masters level qualifications in management, water resources, natural or social sciences, or a related field.

Knowledge

An excellent understanding of climate change challenges facing Vietnam regions and of current approaches to climate change education; an appreciation of an interdisciplinary approach to
climate change challenges.

Practical knowledge of the principles, practices, techniques and objectives of adult education in order to develop course material including training aids and classroom activities.

Interpersonal/communications

A skilled communicator with experience managing large, diverse, interdisciplinary and complex teams.

Time management

Excellent time management skills.

Able to work under pressure and a proven record of meeting deliverables on time.
