Position/Title: Clinical Officer -- HIV care and treatment
Location: Hanoi, Vietnam
Length of position: One year, with possibility of extension

The Clinton Health Access Initiative (CHAI) works with partner governments in more than forty countries to help bring effective, high-quality HIV treatment and care to people infected with HIV.  All CHAI programs are initiated at the request of government.  National programs scaling up adult and pediatric HIV/AIDS treatment need knowledgeable, skilled clinicians to mentor and train local staff in comprehensive HIV diagnosis, care and treatment.

In Vietnam, CHAI works with the Vietnam Authority of HIV/AIDS Control (VAAC) to help build health system’s capacity to address the HIV epidemic. We work in particular to strengthen HIV care and treatment programs, strengthen laboratory system, and prevent mother to child transmission (PMTCT). 

CHAI seeks to hire a full-time Clinical Officer to work on programs designed to address HIV-infected children, PMTCT, and tuberculosis in HIV-infected persons.

Main Responsibilities:
I. Technical and program management
1. Assist English-speaking Clinical Advisors to conduct on-site mentoring, trainings and training material development.
2. Provide technical support for Out-Patient Center (OPC) staff to adhere to national HIV/AIDS care and treatment guidelines and other regulations of the Ministry of Health.
3. Work with CHAI’s clinical and programmatic teams on all aspects of program design and implementation.
4. Prepare reports as needed
II. Communication and translation
1. Translate for the Clinical Experts and other foreigner staff, as needed
2. Liaise and collaborate with local partners at implementation sites

Training and professional development
1. Clinical Officers will be trained in HIV care and treatment by the Clinical Advisor
2. Clinical Officers will be expected to show a strong desire to engage in continuing learning by attending training, workshops, conference and especially on-job training

Skills and Experiences
Required:
Medical degree
1. Excellent written and spoken Vietnamese and English, including medical terminology
2. Excellent interpersonal skills
3. Proven ability to problem solve and think proactively
4. Ability and willingness to travel for extended periods in remote and difficult areas
5. Good computer skills, especially with Microsoft Word and Excel, and in internet-based communications

Preferred:
6. Understanding of HIV/AIDS care and treatment, especially for children

Salary: Based on skills and experience

Duration: 1 year contract with 2 month probation period and extendable based on performance and funding
