WORK CONTEXT / BACKGROUND:

WVV’s Area Development Programs (AP) focuses within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. APs are mainly funded by sponsorship funds, and are a phased approach to development, involving clear and consistent assessment, design, implementation, reporting, monitoring and evaluation and reflection phases. Each AP is tailored to the needs of a specific community in alignment with WVV’s strategic priorities. WVV works closely with district and commune local authorities and local partners to implement program activities. A uniqueness of WVV’s AP approach and structure is that team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis.

WVV applied AP structure following DPA from FY2011. According to this structure, each AP has 6-8 staff, including 1 AP manager, 1 Sponsorship Facilitator, 1 Finance Officer/Bookkeeper, 1 AP Coordinator and 2-4 Development Facilitators (DFs) who are in charge of all projects and programme activities for around 2 assigned communes/wards in their AP (from assessment to planning, implementation, monitoring, evaluation and transition). For each cluster (3-5 APs), there are 4 technical cluster staff: Health/Watsan/HIV/AIDS; Education cum Child Protection; Livelihood and Resilience; DME/Capacity Building.

In FY2017, Thanh Hoa zone includes 7 APs including Thuong Xuan, Lang Chanh, Ba Thuoc, Quan Son, Quan Hoa, Nhu Xuan and Nhu Thanh APs. We are looking for a Cluster Officer for Education cum Child Protection and Participation to provide technical support for these seven APs.

PURPOSE OF POSITION:

1.     To support WV Vietnam to improve  the  quality of education for better learning outcomes and life skills for the target children in the age range of 3-14 through formal, non-formal education by providing technical support to the target APs in Thanh Hoa. 
2.     To ensure the World Vision Child Protection Policy compliance in target APs in Thanh Hoa. To provide technical expertise and support to ensure the quality of the child protection technical Program implementation in APs in Thanh Hoa

KEY RESPONSIBILITIES:

1.  STRATEGIC DIRECTION

  • Provide inputs to WVV Education Technical Approach (TA) and Technical Program (TP) and Child Protection Strategy annually.
  • Provide inputs to complete Child Protection training modules/ manual annually.
  • Provide inputs to all education Guidelines, training materials, produced to support the APs.
  • Provide guidance to APs and special projects to ensure WVV Child protection policy (CPP) standards compliance
  • Complete six month update report on CPP compliance of Thanh Hoa APs under supervision of interim Child protection TP manager and ensure a good follow up for the improvement
  • Support CP interim manager in managing and following up child protection incidents happens in Thanh Hoa AP, if any

2. TECHNICAL SUPPORT

  • Review AP Plans, annual POAs and project models to ensure its alignment with National Strategy, Technical Approach (TA), and Technical Program (TP).
  • Provide periodic monitoring, reflection and supervising visits to the APs to ensure the quality of the TP on education and child protection’s implementation as well as suggest solutions to problems identified during the field trip to enhance the quality of services of both Education & Child Protection interventions
  • Support AP staff through daily contacts to ensure that the education activities, child protection interventions provides maximum benefits to target children.
  • Identify and document best practices and good models for purpose of advocacy and replication.
  • Support Interim TP Managers in preparation of TP on education and child protection: semi-annual and annual reports as well as child well-being report every two years
  • Provide orientation to AP staff on strategic direction of education and child protection.
  • Review all the annual reports of the APs in the cluster and provide feedbacks for improvement.
  • Ensure that national indicators are reviewed and updated annually.
  • Ensure that the community-based monitoring network such as the Commune Education Council, Parent-teacher committee at school level, child clubs, and parent association participate in M&E processes to set the expected outcomes of the education plan.
  • Introduce tools, methods and models for monitoring the best practices of education and child protection to the AP staff, so that these tools are disseminated to the local network for their use.
  • Participate in the following events within a year: POA planning; education; child protection and participation review; Spot check, CWBT#1, #4 and AP Evaluation.

3. CAPACITY BUILDING

  • Support such as trainings, mentoring, coaching, advices on material resources, external/ internal consultant/ trainer is given to AP staff, so that they could implement their POAs effectively according to the plan with the participation of the community people and children.
  • Coordinate all TOT education, Child Protection trainings for the cluster APs.
  • Act as the trainer assistant to the TOT trainings.
  • Act as workshop co-organizer to build capacity of the AP staff on Education topics, child protection, children’s groups’ activities and “open project” managed by children within APs/projects.
  • Support AP staff to organize study visits, learning networks and regional forums relating to Education best practices and Child Protection.
  • Document, share and use lessons learnt for adjustment by the AP, partners and others M&E staff.
  • Document and publicize best practices on education and child protection in consultation with Interim Education, Child protection Manager, Communication and Advocacy staff.

4. NETWORKING 

  • Provide assistance to AP managers in establishing, and maintaining relationships with government departments, especially DOET and DOLISA at the Provincial and District levels and local partners involved in education and child protection activities such as Commune Education council, parent-teacher committee at school level, parent associations, child clubs and external education experts in and outside WVV.
  • Implement Advocacy Activities of the APs at provincial levels. And Join national advocacy to share best practices from the local level.
  • Represent WVV at relevant forums, meetings, working groups and workshops relating to Education; Child protection in the cluster.
  • Working relationships with the AP staff in the cluster are built by meetings and setting working plans with them at least twice a year.
  • Attend monthly meeting with interim TP managers for Education & Child Protection to share and learn about agreed education topics such as Inclusive Education, Life skills, Vocational training for out-of-school teenagers, Child protection, child participation, child injuries prevention, advocacy, networking etc.
  • Actively join Education and child protection Community of Practice initiative of WVI to improve networking skills.
  • Support AP in establishing Education, Child Protection Interest groups/models and promote sharing within and outside WVV.

5. GRANT ACQUISITION and OTHERS

  • Explore needs for further funding to address the burning problems faced by the children relating to their education and child rights.
  • Give inputs to the proposals addressing education and CP issues. 
  • Carry out other tasks and any assignments when required by the organization.
  • Ensure WV standards of child protection are maintained.
  • Explore needs for further funding to address the burning problems faced by the children relating to children education and child rights implementation
  • Provide assistance to interim TP managers on Education, Child Protection officer to propose these issues through Concept paper, proposals. 
  • Carry out other tasks and any assignments when required by the organization. 

JOB REQUIREMENTS:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • Bachelor’s Degree in education or social sector or child development;   
  • Demonstrated understanding of the needs of children, barriers to their effective participation within poor rural communities in Vietnam, and knowledge of effective approaches/strategies to address these issues.
  • Ability to communicate and relate effectively with a diverse range of people (i.e. project beneficiaries, Government officials, project partners, WVV staff).
  • Demonstrated ability to coach, mentor and motivate staff and partners.
  • Good reading and report writing skills in English.
  • Good computer skills (word processing, excel and power point).
  • Willingness to work at the project sites (district level).
  • Have research ability and interest is an advance.
  • Willing to learn to advance career in education field.
  • Be willing to be trained and give trainings and support to AP staff.
  • Good interpersonal and communication skills.
  • Ability to work with local partners and provide technical support.
  • Be willing to travel to the APs in the cluster.
  • Work experience in raising children and /or child development.
  • Experience working in the area of community development is preferred.
