TRAFFIC’s Greater Mekong Programme Co-ordinator oversees TRAFFIC’s work in Viet Nam, Lao PDR and Cambodia as an important sub-regional component of TRAFFIC’s work in Southeast Asia.  The Greater Mekong Programme Co-ordinator is based in Ha Noi, Viet Nam and reports to the Regional Director for TRAFFIC Southeast Asia based in Petaling Jaya, Malaysia.  This is a fixed-term position for a period of three years.

BACKGROUND
TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature.  TRAFFIC actively monitors and investigates wildlife trade and provides information to diverse audiences worldwide as a basis for effective conservation policies and programmes.  The organization was founded in 1976 and has grown into an international network, with more than 25 offices worldwide, organized in eight regional programmes.  TRAFFIC is a joint programme of WWF and IUCN.  TRAFFIC established its Southeast Asia operations in 1991, working closely with government and non-government partners to address key wildlife trade issues in the region. 

CHARACTERISTIC DUTIES
- Develops and co-ordinates the elements of TRAFFIC’s Global Work Programme and Southeast Asia’s conservation programme relevant to the Greater Mekong with an area of responsibility covering Viet Nam, Lao PDR and Cambodia. 
- Assists the Regional Director in strengthening the regional programme through support to strategic planning, development of work programmes, funding development, financial administration, and team building. 
- Assumes responsibility for overseeing and managing implementation of selected programmatic areas, including budget and contract management, financial and technical reporting, and line management of relevant programme staff. 
- Oversees and guides the financial management of TRAFFIC Southeast Asia’s sub-regional programme in Viet Nam, Lao PDR and Cambodia with responsibility for an annual budget of approx USD500,000. 

SPECIFIC DUTIES
- Develops and leads projects in the Greater Mekong region relevant to trade in wild fauna and flora, including proposal development and fundraising, financial management, recruiting of staff and consultants, overall project implementation, and technical and financial reporting for activities in the sub-region. 
- Assists in TRAFFIC Southeast Asia’s strategic planning and overall programme development including evaluation of ongoing and planned project activities, and identification of emerging wildlife trade issues and opportunities. 
- Actively implements TRAFFIC Southeast Asia’s funding development strategy, including the identification of donors and marketing of proposals. 
- Initiates field research and wildlife trade monitoring activities in the sub-region with input from other TRAFFIC regional and network staff, as well as partners.
- Provides technical assistance, including training support on CITES, policy advice, data analysis, scientific information and research support to national CITES authorities, related national and international agencies and organizations. 
- Has responsibility for quality control, technical review, and sign-off of reports and other communication materials produced by Greater Mekong Programme staff, and where required, final clearance by TRAFFIC International.
- Communicates the nature and results of the work that TRAFFIC undertakes, and interacts with partners, stakeholders, donors, and the media to help raise the profile of wildlife trade issues with a wider audience. 
- Maintains links and good working relationships with WWF, IUCN, the CITES Secretariat, governmental and intergovernmental agencies, donors and relevant collaborating NGOs.
- Liaises with relevant TRAFFIC, WWF and IUCN programmes and regional/national offices in the region about events, developments and activities related to the conservation, trade and utilization of wildlife.
- Represents TRAFFIC at designated national and international meetings and conferences. 

REQUIREMENTS
- University qualifications in ecology, biology, natural history, resource management, socio-economics or one of the related sciences, and familiarity with major trends in conservation policy. 
- Seven years experience in wildlife conservation, including hands-on engagement with the Southeast Asia region. 
- An ability to lead TRAFFIC Southeast Asia’s sub-regional programme, including responsibility for financial planning, staff management and the execution of work programmes and projects. 
- Proven competence in managing programme activities involving a range of staff members and project executants, including organizing and supervising consultants. 
- A good understanding of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and sustainable development issues relevant to exploitation and trade of plants and animals in Southeast Asia and the Greater Mekong region in particular. 
- Commitment to work as part of a strategic team, enabling TRAFFIC Southeast Asia to co-operate with the broader TRAFFIC network, key partners from WWF and IUCN, and with other project-based collaborators. 
- Respect for, and sensitivity to, political and multi-cultural approaches. 
- Confidence in public speaking and good presentation skills, including proven ability to deal with officials at senior levels.
- Fluency in English (oral and written) essential; fluency in one or more of Vietnamese, Khmer, Lao or Thai would definitely be an asset. 
- Proven capacity to work under pressure and meet deadlines. 
- Willingness to travel frequently in Southeast Asia and elsewhere for work-related meetings.
- Familiarity with standard word processing, Excel, and PowerPoint essential. 

SUPERVISORY RESPONSIBILITIES: Directly supervises a team of six staff in Viet Nam Laos and Cambodia, and manages a team of consultants and project executants as required.
