I.BACKGROUND

IDEO Project Background: The Intergenerational Deaf Education Outreach Project is being implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) in the four provinces of Hanoi, Thai Nguyen, Quang Binh and Ho Chi Minh City. The overall objective of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services. This project is set to run until August 2015.
The project has three main components of intervention:

(1) Demonstrating: Joint family-institution pre-school education for deaf children and essential Knowledge Base.
(2) Developing professional human resources for pre-school deaf education.
(3) Building capacity and partnerships for the deaf communities and raising awareness amongst the general public.

Purpose of Recruitment: The Communication Officer will be responsible to the Project Manager for the Communication Campaign of the IDEO Project, particularly those communication activities detailed under Component 1 and Component 3, as follows:

Conducting various Communication Campaigns to raise awareness and disseminating information through various channels including parent networks, deaf clubs, national and local media (C1).

Raising awareness amongst the general public on deaf issues through national media and local community events with the active participation of deaf people (C2).

The Communication Officer will therefore work closely with the Coordinators of those components to unify the goals and methods of the agreed Communication Campaign.

II.OBJECTIVES

The Communication Officer will work in close collaboration with PMU staff and other stakeholders as required. S/he will work under the supervision of the Project Manager to generate positive media coverage of IDEO’s work and activities, and record and promote the success of IDEOs educational model to convince MOET that they should replicate this model throughout Vietnam.

III.MAIN RESPONSIBILITIES: To further develop the detail of the Communication Strategy and implement this in the following ways:

  • Review, input and implement the Communication strategy of the project to convey key messages to project targeted audience in consultation with the Project Director, Project Manager and Coordinators.
  • Develop and write up the Key Messages agreed for each audience.
  • Implement the agreed Branding Strategy throughout all IDEO work and messages.
  • Develop and maintain excellent relationships with shared interest media agencies, such as TV, Radio and newspaper etc.
  • Write case studies and press releases appropriate to each audience.
  • Coordinate external communications regarding media, events, awareness raising workshops etc.
  • Produce and manage high-quality communication materials in English and Vietnamese (leaflets, fact sheets, short video clips etc) to distribute to external audiences.
  • Develop and circulate bi-annual IDEO E-newsletter. 
  • Maintain and update IDEO website, editing writings on IDEO’s activities.
  • Respond to inquiries for general information about IDEO’s activities
  • Provide feedback and comments to project officers on the development of communication products at project level.

IV.QUALIFICATIONs, EXPERIENCE AND PERSONAL ABILITIES

  • Vietnamese National with at least a Master Degree in Communications, Journalism or an equivalent field. An Advanced degree in a relevant field would be desirable.
  • At least five years working experience in the field of Communications or Journalism.
  • Strong experience in writing press-releases and case studies.
  • Good experience in Web Site Management.
  • Previous working experience of Development Projects and  Non-Government Organizations (NGOs).
  • Very good experience of working with the media.
  • Good understanding of design and print processes, including experience of briefing graphic designers.
  • Exceptional English and Vietnamese communication skills, both written and verbal. In particular strong copy-writing skills for newsletters, brochures and websites.
  • Out-going and pro-active personality.
  • Strong attention to detail.
  • Excellent ability in creativity and logical thought.
  • Willing to travel to project sites as required.
  • Able to work under pressure.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Internet Explorer; Graphic design software.

V.GENERAL ACCOUNTABILIY

Comply with the policies and regulations of World Concern Development Organization and those of Government and donors as appropriate.

VI.DURATION:

Appointment is for nineteen months on a part-time basis with a probationary period of three months within which to demonstrate satisfactory job performance.
