Job Description

Mekong Economics (MKE) is bidding for a donor-funded project, which lasts for 8.5 years (from 2/2021 to 8/2029). MKE now is looking for a suitable expert to join us as a Communication Officer.

The Communication Officer shall design and implement the external communication strategy of Facility under the supervision of the Facility coordinator and donor Regional office. Communication and visibility activities shall be in line with the contractual obligations of donor in the framework of the EU Delegation Agreement, as well as donor’s requirements.

The Communication Officer will liaise on a regular basis with various departments of donor, including (but not limited to): agriculture, city, water and sanitation, etc. He/she will also liaise on a regular basis with the donor’s regional communication officer.

The communication Officer will be supported by other experts (videographer and photographer) with the limit of 8.5 man days per year. The Communication Officer will handle the following responsibilities and tasks:

a. Elaborate and execute an effective Communication Outreach and Visibility Strategy and Action plan

  • Elaborate and update the Communication and Visibility Plan for the Action (appendix 3), in close coordination with donor TTL for facility, donor team in Hanoi and donor Regional Office;
  • Ensure the general implementation and follow-up of the Communication and Visibility Action Plan validated by donor and EUD;
  • Ensure compliance with donor’s contractual obligations on Communication Outreach and Visibility within the framework of the EU DelegationAgreement;
  • Liaise with the different Communication Focal Points of the PMUs implementing investment projects funded by facility (C2/C3) to ensure overall coherence of the Communications Actions;
  • Liaise with all the stakeholders involved in facility implementation to ensure their good information and participation to the program.

b. Create, disseminate and edit communications content and ensure Visibility of facility Programme

  • Write, edit and disseminate publications, press releases, website content (including portraits, interviews of the main actors, reports, storytelling articles), annual reports and other material in French, English and Vietnamese to promote facility
  • In close collaboration with the PMUs implementing investment projects funded by facility (C2/C3), produce photographic content on facility, such as photo reports, portraits, documentation of the situation and its evolution
  • In close collaboration with the PMUs implementing investment projects funded by facility (C2/C3), produce audio-visual content on facility, such as a short film to present the objectives of the Action, story-telling of people involved in the execution of the work and beneficiaries of the Programme;
  • Develop online and social media presence (Facebook page, Zalo business page and eventually Instagram account) of facility; webpages dedicated to the action will be integrated into donor’s website. The Action shall also be mentioned on the EU Websites.
  • In close collaboration with the PMUs implementing investment projects funded by facility (C2/C3), design awareness-raising campaign on facility for different audiences (both local and international)

c. Design, supervise and assist in the organisation of Facility-related events

  • Elaborate Facility-related event, such as kick-off and closing events, in close coordination with facility coordinator, donor Hanoi Office and donor regional Office
  • Support the PMUs implementing investment projects funded by facility (C2/C3) to elaborate project-related events;
  • Support facility coordinator in the organization of knowledge sharing event;
  • Coordinate with European partners on joint events whenneeded;

d. Establish and maintain relationships with the press and the public

  • Ensure press is regularly informed on the progress of the Action through invitations to events, press conference, field trips and pressreleases
  • Respond to inquiries from the public and the media and arrange interviews, in close coordination with facility coordinator and the donor Hanoi Office
  • Maintain records of media coverage (media database)

e. Elaborate and monitor communications budget for the overall Action

  • Follow-up on budget allocation
  • Collect and process invoices from external service providers
  • Execute disbursement procedures according to DONOR rules
  • Ensure compliance with donor’s andEU’s guidelines on procurement procedures and plans

f. Reporting on Visibility & Communication

  • Fully contribute, under the Facility coordinator supervision, to the preparation of the periodic report due by donor to EU delegation.

Assignment duration: 40 man/ months (starting in February 2021 and completed in August 2029)

Required Skills/Experience:

Education and experience

  • Advanced university degree in business management / public management / environment / natural resources management or any discipline relevant to the assignment;
  • Around 10 years of experience in management of donor-funded projects (EU funded projects w would be a real plus), including at least 3 projects taking into account gender issues in their approach;
  • Knowledge in integrated water management, integrated coastal zone management or resilient cities would be appreciated;
  • Strong interest in working in a comprehensive program involving different stakeholder
  • Knowledge of international donors’ financing procedures is required (preferably the ones of the European Union)

Skills

  • Fluency in English and Vietnamese (spoken and written) is mandatory and French is a plus
  • Proficient in computer skills and ability to use relevant software applications, in particular word processing, spreadsheets, project management programs, database programs and internet
  • Ability to coordinate and supervise
  • Ability to work independently and suggest improvements
  • Communication, writing,speaking and interpersonalskills
  • Strong sense of rigor and responsibility
  • Ability to liaise with various counterparts andstakeholders
  • Sensitivity to gender issue
