The Program

Aus4Skills reflects the Australian Government’s continuing commitment to support Vietnam’s human resource development. This commitment is emphasised in the Australia-Vietnam HRD Strategy 2014-2020, which outlines the direction for Australia’s support for, and engagement with, Vietnam, to achieve its HRD objectives, thus contributing to the country’s sustainable economic and inclusive development and enduring links with Australia. Aus4Skills aligns with the directions of the Australian Government’s investments in Vietnam set out in the Aid Investment Plan (AIP) Vietnam 2015-16 to 2019-20 and also contributes to the objectives and priorities of the 2017 Foreign Policy White Paper and to the Strategic Partnership between Australia and Vietnam.To realise the HRD Strategy objective Aus4Skills has developed a Design of Non-Scholarship Components which contains five HRD components which align with AIP priorities and broader Australian interests in Vietnam:

1. Promoting Industry Linkages with Vocational Educational Training (VET)
2. Improving Quality of Universities in the Northern Mountainous Region (QUNIS)
3. Advancing Women in Leadership (AWIL)
4. Supporting Australia’s Aid Investment Plan (AIP)
5. Supporting Australia’s Broader Interests (ABI)

Aus4Skills focusses effort on ensuring the application of new skills and knowledge acquired by participants supported by the Program, and thus also the enabling environments for use of new skills and knowledge. Aus4Skills also aims to strengthen organisational and individual linkages between Australia and Vietnam. The Australia Awards Scholarships continue as one of the tools, with areas of study aligned with the sector and geographical priorities in the AIP and Australia’s broader interests.

A key focus of Aus4Skills is to provide support to Australia Awards alumni and other alumni of Australian education to enhance their skills and knowledge learnt in Australia and/or Vietnam. This will enhance alumni capacity to contribute to the development of their sector, community and more broadly Vietnam and strengthen their links with Australia. Alumni support aligns with the Australia Alumni Global Engagement Strategy 2015-2020 and the Australian Alumni in Vietnam Strategy 2016-2021 developed with Aus4Skills assistance to implement the Global Strategy.

The Position

The Communications Manager is responsible for supporting Aus4Skills to achieve its objectives through the development and implementation of a comprehensive and targeted communication strategy incorporating outreach communications and public diplomacy strategies and activities under the direction of the Program Director.

The role develops the strategic and tactical approaches including attracting quality applications; attracting, retaining and engaging with alumni, raising awareness of change being targeted by the Program, communicating impacts of the Program and managing the Program’s digital platforms.

Key duties will include:

  • Provide strategic advice to the Program Director and other Aus4Skills personnel on how best to use communications and communications channels to achieve the objectives of the Program
  • Develop and implement the annual Promotion and Communication Strategy and Plan targeting Aus4Skills priority groups, sectors and institutions, which includes a focus on gender, disability and social inclusion
  • Manage and report on the Australia Awards Scholarships promotion campaign on social media websites and non-commercial websites
  • Draft and manage the production of printed promotion materials for Australia Awards Scholarships and other HRD activities
  • Oversee and/or produce videos and photographs for social media platforms
  • Draft appropriate information, promotion material and impact articles for relevant websites, and social media platforms
  • Draft media plans, media releases, media Q&Q and organise media events in cooperation with the Australian Embassy and other Program partners
  • Develop effective relationships with key media organisations and alumni working in the media

The Person

We are seeking applicants with a Postgraduate Degree in Communications, Public Relations, Media, Journalism or a related field. You must demonstrate experience and knowledge in communication and media activities, including digital communications, writing, editing and proof reading communication documents and experience in working with the media and government agencies. Contacts in media outlets will be well-regarded. You will demonstrate a high-level of written and verbal communication skills in English. You will have strong interpersonal and networking skills and a good track record in working effectively in a team. The successful candidate will have excellent organisational skills, be able to prioritise workload, have a proactive approach to meeting deadlines with limited supervision, and possess a creative and innovative approach.
