Community Development and Rice Crop Coordinator

SNV Vietnam is looking for a Community development and Rice crop Coordinator, based in Hanoi, Vietnam with travel to other provinces (Employment contract)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business, and Climate Change Adaption & Mitigation activities. In agriculture, SNV works with smallholder farmers to provide innovative, market-based solutions to questions on market access, value chains, food security and sustainable production. SNV is currently implementing a DFAT/Australian Aid funded project “Sowing seeds of change – Community based climate change mitigation through sustainable rice production” (SSC project). The project supports and builds the capacity of small-holder rice producers of Quang Binh and Binh Dinh, and provincial agencies to reduce Greenhouse gas (GHG) emissions and improve small-holder benefits from rice production in central Vietnam by introducing low emission production practices of System of Rice Intensification (SRI), utilizing renewable energy (RE) generated from rice residues and promoting the value chain development (VCD) and “green rice”.

Community development has been identified as an essential approach for effective and sustainable implementation of activities, especially the project important intervention of SRI cultivation. The project is now looking for a Community development and rice crop Coordinator. This position will report to Project Manager of SSC project.

Responsibilities

  • Leading support and supervision on field application/upscaling of SRI techniques in all project cooperatives in Quang Binh and Binh Dinh, ensuring meeting steps and quality in SRI protocol as well as SRI up-scaling requirement (expected 60-70% in the field).
  • Coordinating technical support and cultivation practices between Provincial Department of Plant protection, district AEC/DPP and cooperatives; and among grassroots level: Farmer Field school, technical training and follow-up, group-leaders coordination meetings, farmers meetings etc.
  • Collaborate and work with SSC project team, SNV colleagues as well as local partners to enhance community development standard and tools for sustainable project intervention (SRI, RE, VCD/market) in the project areas in Quang Binh and Binh Dinh.
  • Leading application and promotion of community development approach, ensuring effective participation of local stakeholders, especially beneficiaries at grassroots level in all project stages: planning, decision making, implementation, monitoring and technical quality assurance, follow-up.
  • Leading community development capacity building for key local partners, including cooperatives, agriculture authorities, DARD units; and Facilitating/supporting general capacity building/awareness raising activities held in the provinces, in cooperation with project component lead advisors, technical agencies and local stakeholders.
  • Acting as field coordinator for support all thematic components, including SRI, RE, IB, awareness raising etc.
  • Other duties as required and may include but not limited to supporting advocacy & communications efforts, supporting/leading internal review activities, supporting project implementation activities

Candidate profile

  • Vietnamese citizen
  • University degree with Agriculture related background (e.g. Agronomy, Irrigation, Biology, land-used management) and/or community development. Master degree would be an advantage.
  • At least 7 years working at international development organizations, with strong field experience
  • Strong community development, project monitoring and evaluation tools and techniques
  • Sound knowledge and experience in participation, vulnerable groups, gender and social inclusion
  • Willingness to travel to project field sites on a regular basis
  • Initiative, proactive and creative in solving problems
  • Strong ability to work independently and with the team
  • Good organizing skills and interpersonal skills
  • Good oral and written communication skills (English and Vietnamese)
  • Good computer skills in MS-applications (Word, Excel, Power Point, Internet, Email)

Contract Duration:  SNV Vietnam offers a 7-month contract (till end of the current project) - with the possibility of extension (subject to success of new projects)
