FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. FHI 360 leads Meeting Targets and Maintaining Epidemic Control (EpiC), a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). As part of a broader portfolio of activities, EpiC supports community-based organizations and social enterprises in seven provinces (Can Tho, Dong Nai, Hanoi, Ho Chi Minh City, Kien Giang, Tay Ninh, and Tien Giang) to provide HIV services in the community.

EpiC is seeking up to three qualified and motivated Vietnamese candidates to serve in the role of Community Engagement Consultant based in a project-supported province and focused on the following tasks:

Main responsibilities:

  • Build relationships with community-based organizations (CBOs) within areas of geographic focus.
  • Serve as the primary project liaison with CBOs within geographic focus on all matters.
  • Organize and lead technical assistance activities within areas of expertise or coordinate the engagement of colleagues and consultants to meet CBO needs.
  • Oversee CBO performance against targets, technical quality of HIV service delivery, and alignment with subawards.
  • Liaise with project management team and technical experts across the team to ensure subaward targets are met, reported with fidelity, and aligned with organizational (CBO and project) and epidemic needs.
  • Foster connections between CBOs and other CBOs, local governments, the project, the donor, and technical service providers.
  • Prepare CBOs to receive donor and government funding including social contracting and monitor social contracting implementation.
  • Work closely with the monitoring and evaluation teams to ensure CBOs capture and report service delivery and client data. Sign off on indicator and narrative reports.
  • Perform other relevant duties as assigned.

Requirements:

  • University degree in public health, social works, business administration, or related field, advanced degree preferred.
  • Relevant experience in working with community-based organizations involved in HIV service delivery.
  • Computer proficiency in the Microsoft Office Suite.
  • Organized person with attention to details and ability to work effectively in a cross-cultural setting and under pressure.
  • Experience with USAID and/or PEPFAR preferred.
  • Well-developed written and oral communication skills in Vietnamese required, additional skills in English preferred.
  • Ability to travel as necessary.

Period of Performance: Six months (full-time) from October 1st, 2023 to March 31st, 2024 with the possibility to extend based on funding availability
