Community Liaison Officer; Finance and Administration Manager; Grants Officer; Finance & Administration Assistant

Funded by USAID, the USAID Pathways for Participation Project will focus on mentoring local capacity building lead agencies, strengthening organizational and technical capacity of civil society organizations (CSO), and developing replicable and effective community-based services provided by and for people most-at-risk of and living with HIV infection in Vietnam.

1. Hanoi Office:
Community Liaison Officer: Facilitate partnerships and linkages between HIV CSO networks including most at risk populations (MARPs) and people living with HIV (PLHIV) with the government of Vietnam (GVN), donors/international community, NGOs, and the private sector; Ensure a focus on gender and reduction of HIV stigma and discrimination. Qualifications: University degree and 3 years experience working directly with MARPs/PLHIV groups at national and provincial level; Experience working on gender and HIV related stigma and discrimination (training, networking or advocacy); Excellent oral and written fluency in Vietnamese and ability to communicate in English. Applicants without a university degree should have 7 years experience working with MARP/PLHIV.
HIV Community Systems Strengthening Officer: Responsibilities include facilitating community systems strengthening through capacity building, networking, promoting dialogue and advocacy; liaising between civil society, government and other stakeholders at national, provincial, district and sub-district level. Qualifications: University degree; minimum 3 years experience in networking, advocacy and capacity building in HIV or a related CSO sector; knowledge of and relationships with Vietnam government agencies working in HIV (national and provincial); knowledge, understanding and experience of networking among and between government, local authorities, international agencies and civil society structures. Good facilitation and training skills. Excellent communication skills in speaking and writing Vietnamese and English.

Finance and Administration Manager: Responsibilities include managing all financial and administrative aspects of the project and ensure compliance with RTI, USG and Vietnamese financial and accounting policies and procedures. Applicants must have at least 6-8 years’ experience working in finance and administration for USAID-funded projects including prior experience overseeing finance, grants, and administration activities and personnel; Masters in Business Administration, Finance, or related field required.
Accountant: Responsibilities include assisting with the financial management of the project. Applicants must have Bachelors Degree in Accounting, Finance or relevant field and at least 2 years of experience managing accounting files for a US Government-funded project.
IT Specialist: Responsibilities include setting up and maintenance of IT system, relevant networks Applicants must have Bachelors Degree in Computer Science, Information Technology, or relevant field and at least 2 year of experience supporting Windows PCs, servers, and networks.

2. Ho Chi Minh City Office:
Grants Officer: Responsibilities include overseeing grants management process & subcontracts for local organizations, including grant compliance with USAID regulations, oversight of funding obligations, administrative management, grant applications and selection processes, development of grants manuals, eligibility requirements, and technical review committees. Applicants must have Master’s Degree in Business Administration, Accounting, Finance, or related field and at least 3 years’ experience (or Bachelor’s degree and at least 6 years of relevant experience) in financial and administrative management for USAID-funded projects; proven track record of overseeing effective grants/subcontracts management to achieve project objectives is required.
Finance & Administration Assistant - Applicants must have at least university degree or equivalent and 2 years of experience managing accounting files for a donor-funded project.
HIV Technical Officer. Responsibilities include facilitate the development of technical capacity building plans for HIV CSOs; Mentoring and monitoring of CSO HIV prevention, care and support programs for MARPS and PLHIV. Coordinate and build linkages between CSO programs and provincial service providers and decision makers.

Qualifications: University degree with at least 3 years of experience of working in the HIV sector and 2 years experience working with MARPs and PLWHA.
