Computer/Electronic Engineer

The Project VIE/027 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, launches a call for engagement of a qualified computer/electronic engineer for the acquisition of services for end-users satisfaction surveys of equipment usage and improvement of health insurance card printing. 

Scope of work:

In 2011, the Project VIE/027 provided to Department of Health (DOHs), Provincial & district VSS, District Health Centers (DHCs) and District Health Bureau (DHBs) of 8 districts and town of Bac Kan province and 13 districts and town of Cao Bang province a number of vehicles and equipment such as computer, laptop, printer, camera, projector, scanner… This is for better provincial and district management and supervision; and improving the quality of health insurance card printing.

After 2 years of usage, the project planned to do satisfaction surveys of equipment usage and improving the quality of insurance card printing.

Responsibilities:

- The main responsibilities of the computer/electronic engineer are as follows:
- To design a survey tool using Q&A method with end-users of equipment;
- To do an inventory of provided equipment at the time of survey and evaluate if the equipment is now in use, and is used for the right purpose; 
- To evaluate the actual state of equipment and the need of repair;
- To evaluate the improvement of the health insurance card printing thanks to the equipment given by the project;
- To provide recommendations on equipment maintenance and repair, better usage of equipment, possible support for improving the quality of insurance card printing;
- To collect feedback from end-users of equipment.
- The transport to different organisations/departments, the printing & stationary of two meetings with Cao Bang and Bac Kan Project Management Units will be supported by the project VIE/027 offices.

Education, Experience and Skill required:

- Technical expertise and job skills
- Degree in computer or electronic engineering, Master’s preferred;
- Having minimum 5 years progressive experience in operating computer-assisted engineering, in providing technical support/advise to customers/partners regarding equipment standards, developing and giving technical maintenance support of computer and equipment;
- Having computer or electronic engineering expertise; 
- Having experience on doing survey and inventory in the related field;
- Proficient computer skills and use of spread sheets;
- Proficiency in written and spoken English.

Other skills

- The ability to work independently;
- The ability to work to tight deadlines and operate in a results based environment;
- Having a good problem-solving skill;
- Having strong report and inventory skills;
- A willingness to travel to Cao Bang or Bac Kan to undertake project duties;
- Good communication skills with the ability to express technical issues in a clear and precise manner, in both spoken and written communications.
- Employment period: 90 days, the start of the contract is foreseen in October 2013. Selected candidates will be available to carry out the required work in Hanoi, Cao Bang and Bac Kan provinces.
