Contextualisation

Mission: Reporting to the Southeast Asia (SEA) Regional MEAL Manager, the Consortium Senior MEAL Officer will ensure the implementation of monitoring, evaluation, accountability, learning, and information management (MEAL-IM) systems in the assigned project/s in Vietnam following the minimum commitments described in the Project Quality Policy (PQP) of Humanity & Inclusion.  

 

The Consortium Senior MEAL Officer will primarily support the Inclusion2B project, which is a 4-year USAID-funded project (due to end in December 2026) that aims to improve the quality of life of persons with disabilities in Kon Tum and Binh Dinh provinces. The project supports the  strengthening of rehabilitation care, social services and disability policies. Project activities are implemented by a series of sub-recipients (local and international NGOs). Meanwhile, HI’s responsibilities focus on grant and sub-grant management, project coordination, and overall quality assurance (including MEAL-IM systems). For this purpose, they provide technical supervision to the MEAL and IM teams of implementing partners and the HI Vietnam project team, and has functional relationships with project managers to ensure quality control and promote a culture of learning and accountability.

 

The Consortium Senior MEAL Officer is part of HI Southeast Asia’s regional MEAL team and also therefore contributes to accomplishing its mandate, especially during humanitarian responses, and to the design and implementation of HI’s regional MEAL strategy, action plan, and guidelines in the country.

 

Line Manager: Southeast Asia (SEA) Regional MEAL Manager

 

Duty Station: Hanoi capital, Vietnam, with travel to other HI areas of intervention

Missions / responsibilities :

 

Mission 1: Strategy and steering

  • Contributes to defining, implementing, and monitoring the MEAL-IM strategy and action plan in the SEA region, especially Vietnam.
  • In close collaboration with the SEA Regional MEAL Manager and Vietnam country team, ensures the implementation of MEAL-IM guidelines are adapted to the Vietnam or intervention context and enable compliance with HI standards;
  • Forwards to the SEA Regional MEAL manager any information or difficulties that could improve these systems;
  • Helps drive the performance of the MEAL-IM department in the SEA region and Vietnam.
  • Participates in strengthening the MEAL/IM skills of partners

 

Mission 2: Operational Implementation

Responsibility 1: Supports projects managers and partners to implement the minimum project management processes described in PME (Planning, Monitoring & Evaluation) policy and guidelines

  • Trains and accompanies project managers in the PME methodology guidelines and their application on the programme.
  • Ensures the proper planning and implementation of essential project management processes on each project.

Responsibility 2: Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards when conducting surveys

  • Ensures the systematic drafting of MEAL-IM plans and the regular monitoring and evaluation of project indicators.
  • Provides project managers and partners with technical support and trains project teams and surveyors in monitoring methods and conducting surveys, in particular supports the design of questionnaires and survey protocols.
  • According to the needs and monitoring plans, contributes to certain surveys or monitoring activities through supervision or direct implementation.

Responsibility 3: If there is no Database Officer in the area/country, is responsible for the implementation of the data and management systems defined at programme level.

  • Develops databases as required and ensures the recording and processing of data for the surveys implemented.
  • Contributes to the compilation of needs for data analyses and to the creation of dashboards;
  • Ensures access to relevant internal and external operational information for all staff.

 

Mission 4: Technical Supervision

  • Supports the Regional MEAL Manager in overseeing and developing the capacities of MEAL-IM teams of assigned project/s, including implementing partners
  • Represents HI’s MEAL and IM expertise in all MEAL-IM networks in Vietnam or SEA region
  • Helps mobilize resources and develop technical capacity in the Vietnam country office and its implementing partners to support MEAL-IM activities at the country and project levels and ensure the minimum commitments of the PQP, donor guidelines, and other key standards and guidelines are implemented
  • Contribute to the improvement of HI’s response in the SEA region and Vietnam by participating in proposal development
  • Contributes to developing and operationalizing MEAL-IM guidelines considering the Vietnam context and relevant standards
  • Represents HI in internal or external technical working groups, especially in Vietnam, such as in TWGs with USAID Learns

 

Mission 5: Operational Implementation (Other specific responsibilities)

Responsibility 1: Monitoring Systems

  • Ensures Vietnam contributes to the regional MEAL-IM dashboard regularly to monitor HI’s strategy and action plans in the SEA region
  • This includes using donor templates, such as USAID’s Activity Monitoring Evaluation and Learning Plan (AMEL), and updating it annually in collaboration with the project and technical teams.
  • Works closely with the MEAL, Technical, and Project teams in setting up and implementing the system to monitor the performance and evaluate the outputs and outcomes of the assigned project/s
  1. In collaboration with the project, partner, and technical teams, help design, implement, analyze, and disseminate surveys and other monitoring activities through supervision or direct implementation.
  2. Designs paper-based and electronic tools for quantitative and qualitative data collection
  3. Ensures effective in-person or remote data collection, including supporting the selection, training, and supervision of enumerators, facilitators, encoders, and documenters
  • Supports the responsible management of data collected, including setting up data protection mechanisms and synthesizing beneficiary data
  • Contributes to updating the indicators and reporting the progress of the project to key stakeholders, such as contributing to narrative reports and USAID’s DIS system

Responsibility 2: Evaluation Systems

  • Ensures assigned projects plan and follow its evaluation plan using HI evaluation guidelines and tools
  • Ensures the development of action plans on the evaluation recommendations and lessons

Responsibility 3: Accountability

  • Ensures the SEA standard operating procedures (SOP) on accountability to affected populations (AAP) are followed in assigned project/s and contributes to its implementation in Vietnam, including by implementing partner teams
  • Trains partner, operations, technical, and support teams on AAP and the SOP
  • Ensures a feedback and complaints mechanism is set up and functional in the assigned project/s and contributes to the country program as a whole
  • Supports community and partner consultations in setting up and implementing the accountability system of the assigned project/s through feedback and complaints mechanisms (FCM)
  • Raises community awareness about the different FCMs available and supports its implementation
  • Ensures the responsible management of the FCM database and provides analysis on demand
  • Provide regular feedback to the SEA Regional MEAL manager on the accountability mechanisms in place to enable the continuous improvement of interventions

Responsibility 4: Knowledge and Learning

  • Contribute to developing and implementing the SEA regional learning strategy in Vietnam
  • Ensures the development and implementation of learning plans in the assigned project to improve project quality and disseminate lessons to relevant stakeholders
  • Supports the planning of learning activities, including drafting activity designs for learning activities
  • Helps facilitate and document project reviews, after-action reviews, and lessons learned workshops
  • Ensures collection, analysis, modeling, and ownership of knowledge products in Vietnam, following frameworks defined by the SEA Regional MEAL Manager
  • nsures collective learning in Vietnam and contributes to the SEA region by sharing knowledge produced internally and at the global level

 Responsibility 5: Information Management

  • Contribute to the development and implementation of beneficiary data management standard operating procedures, including data quality assessment (DQA) systems, in the SEA region and ensure its implementation in Vietnam, especially in the Inclusion2B project
  • Trains project teams, including implementing partner teams, implementing IM systems, especially databases that systematically collect indicators outlined in the MEAL-IM plan and disaggregate and use data on disability, gender, and age
  • Builds a database for the assigned project/s to track indicator progress and synthesize beneficary data
  • Extracts and creates visualization from the database on demand
  • Ensures the regular review, cleaning, and responsible storage and archiving of the database following the approved guidelines
  • Helps ensure responsible data management and data protection policies and guidelines in Vietnam, including in the work of implementing partners

Qualifications

  • Bachelor’s degree in development studies, statistics, social sciences, or related fields
  • At least 3 years of experience in the development and humanitarian sector or I/NGO settings, including at least 2 years of professional experience in a MEAL-IM position, preferably in projects involving local partners or multiple project teams
  • Solid understanding of the project management cycle, results-based monitoring and evaluation, accountability to affected populations or community engagement, and learning methods
  • Proficient in quantitative and qualitative data collection methods and analysis through in-person or remote platforms like Survey CTO, Kobo, etc.
  • Demonstrated ability in partner capacity building or technical support and providing technical supervision to partner, technical, or project teams
  • Strong people, negotiation, and communication skills, especially in collaborative settings with multi-disciplinary teams and colleagues
  • Adaptive to evolving contexts and intercultural environments
  • Excellent in speaking and writing in English and Vietnamese languages, and knowledgeable in local languages
