Construction and Engineering Design Consultancy Service for Solar Water Pump System to Irrigate Tea and Pomelo

Terms of References – TORs: Construction and engineering design consultancy service for solar water pump system to irrigate tea and pomelo (Agro-photovoltaic system)

1.    Background

With the support of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), the Netherlands Development Organisation (SNV), and Nghe An Department of Agriculture and Rural Development are implementing the Forestry/REDD+ project entitled “Advancing Understanding of Natural Forest Carbon Stock Enhancement at Landscape Level as part of REDD+”, ENRICH 2 in short, over a period of 3 years, from 2015 – 2018. This project aims to advance the understanding of forest carbon stock enhancement as part of any future REDD+ Agreement through exploring the technical and economic feasibility of different forest carbon stock enhancement strategies in pilot sites in Vietnam. The project will introduce pilot activities and also assist through developing Forest Landscape restoration Plan and producing the appropriate guidance material and through building capacity amongst communities and government staff in project target provinces.

The Project involves four components as follows:

  • Component 1: Demonstration pilot activities
  • Component 2: Financing options that incentivise Forest Landscape Restoration (FLR)
  • Component 3: Embedding forest carbon stock enhancement as part of the Provincial and National REED+ Strategies
  • Component 4: Forest Landscape Restoration Plans in Ha Tinh and Nghe An provinces

Renewable energy technologies application is under component 2 and aimed to reduce pressure on the unstainable forest exploitation and the forest restoration.

It was found during scoping study that in Hanh Lam commune a large area of tea was burned and had quite low productivity due to lack of water and drought. The same also happed to Phuc Trach pomelo tree in Huong Trach commune. Nghe An and Ha Tinh provinces are known as those with good potential of solar irradiation and to utilise better these clean energy sources to reduce its negative impacts to agricultural production, the Enrich project now is looking for the Consultant(s)/firms to design and install solar water pump systems for tea and pomelo cultivated in these areas.

2.    Objectives of the consultant’s work

The consultancy service is to provide Engineering, Procurement and Construction (EPC) package including design, installation, operation and technology transfer for two solar water pump systems to irrigate tea in Hanh Lam commune, Thanh Chuong district, Nghe An province and to water pomelo in Huong Trach commune, Huong Khe district, Ha Tinh province.

Detailed description of work:

The Consultant will work closely with Enrich team and local partners of the project to design and install solar water pump systems. The Consultants’ work includes the following:

a. Designing solar water pump system:

  • The selected candidate will conduct a field survey to assess water sources, watering solutions and find suitable sites to install solar water pump systems and identify scale of installed solar capacity for 5-7ha of tea and pomelo;
  • The consultant will review and collect reliable data available on solar irrigation in these areas to ensure that the solar water pump system will be running well at installed capacity (this is linked to identify scale of capacity);
  • The Consultant will calculate and design a solar water pump system including, but not limited, solar panels, mount system, control system, pump capacity, main pipelines, water storage tanks, water distribution pipeline system most suitable for tea and pomelo;
  • The Consultant will conduct a financial analysis for each design option for comparison (capacity & construction solutions) and estimate each total investment and present technical design report to Enrich team and local partners before manufacturing;

b. Manufacturing and installing solar water pump system:

  • Based on the technical design report approved by Enrich team and local partners the Consultant will manufacture the solar system to meet actual local demand;
  • Before installing the system in the field it must be tested to make sure that the system will run well;

c. Operating and transferring the system to local partners:

  • After commissioning the system the Consultant will conduct a training course to instruct proper operation and maintenance of the system to local partners including hard copies of system maintenance & operation instruction guidebooks

d. Warranty

  • The Consultant must warrant the overall solar system and each pare part of the system as per regulations of manufacturer/Government standards. During this warranty time the Consultant will have to be responsible for all overhauls coming from mistakes of manufacturer /installers

3.    Timeframe:

The total working day of the consultancies is 30 days including survey, design, installation, and technical transfer over March 01st 2016 to April 30th 2016

4.    Outputs and deliverables:

The consultant(s) needs to deliver the following outputs:

  • Inception report to present their design idea after field survey
  • Technical design report including design options and total investment
  • Installation and operation of solar water pump systems in the fields
  • A maintenance and operation instruction guidebook for solar water pump system including irrigation technique for both tea & pomelo
  • A training course to instruct maintenance and operation of the system and irrigation technique for tea and pomelo to local partners
  • All materials will be delivered in both English and Vietnamese

5.    Qualifications of Consultant(s)

Essential Qualification:

  • Group of consultants (team) must include renewable energy engineers and Agriculture engineer who understands well about tea and pomelo cultivation technique or agriculture in general;
  • Team must be experienced in designing solar power system and solar water pump systems;
  • Team must prove their capacity via showing a good record of solar water pump or related projects had been done by them;
  • Member of team must hold Master degrees in renewable energy and agricultural sectors;
  • Native Vietnamese language skills combined with good command of the English language.

Desirable Experience:

  • Extensive knowledge about agro-photovoltaic system (integrated clean energy and agriculture)
