Job Title: Construction Consultant

Reports to: Project Manager

Introduction

The Intergenerational Deaf Education Outreach (IDEO) Project is being implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) through four years (July 2011 – June 2015) in the provinces of Hanoi, Thai Nguyen, Hue and Ho Chi Minh City. The overall objective of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services. The project is funded by Japanese Social Development Fund, a trust fund managed by the World Bank (WB). The total grant is USD 2,798,270.

Main tasks

Advice and support Project Manager and local partners on all technical issues of construction regarding to four renovation packages of Training room and model classroom for the demonstration centers in Ha Noi, Thai Nguyen, Quang Binh and Ho Chi Minh (in project locations) in accordance with World Bank Procurement Guidelines and with the provisions of the Grant Agreement;

Specific activities

The Consultant is expected to:  

- Work closely with Procurement Coordinator to assist Project Manager and Project partner to ensure the effectiveness of four work packages of Training room and model classroom renovation for the demonstration centers in Ha Noi, Thai Nguyen, Quang Binh and Ho Chi Minh according to the Project Procurement Plan and in line with World Bank procurement rules;
- Liaison with procurement coordinator on all issue relating to the construction work;
- Support to review the technical requirements in the Request For Quotations (RFQ) for four small work packages and ensure that those requirements are in line with Viet Nam construction regulations;
- Support on detailed evaluation of quotations of four small work packages in term of construction design and the budget estimation;
- Support monitoring and liquidating four small work packages;

Expected Outputs

- Draft of RFQs reviewed;
- The RFQ and QER of the small works are in place  according to the Project Procurement Plan and World Bank procurement requirements;
- A completed evaluation report for work packages based on the construction consultant’s advice on evaluation of construction design and budget estimation;
- The construction plans are completed timely, within budget and with high quality.

Qualifications

- At least engineering degree in civil construction structure/architect degree or other relevant construction degree.
- Previous experience in public procurement, business or public administration; Familiarity with the World Bank construction project is an advantage.
- At least 5 year experience in civil engineering, and construction site planning, supervision and assessment;
- Knowledge of international organizations/agencies’ and national public procurement regulations and procedures;
- Computer proficiency (Windows, MS Office, Internet Explorer,)
- Abilities to communicate, negotiate, analyze, elaborate and present reports and statements.

Budget:  2,800 Usd
The estimate consultancy fee:  1,600 US Dollars
Travel cost: 1,200 US Dollars
All costs will be based on the actual payment and not exceed approved cost norms 

Period of performance:
It is estimated that the Construction consultant will work 20 days in 3 months 
PAYMENT will be made based on mission schedules and deliverables

Start date: ASAP, in July 2013
Travel: This post is based in Hanoi city with frequent travels to project location.
