1. Background & Objective of the consultancy

Under the overall supervision of the Head of Projects and Partnership and the direct supervision of the National Program Officer, the successful candidate will be responsible for overseeing, supporting, and monitoring the implementation of IOM’s shelter rehabilitation, reconstruction, and the rehabilitation of evacuation centres in response to Typhoon Yagi in different provinces in the northwest and northern part of Vietnam.

2. Scope of work

The Construction Engineer will provide technical services to IOM’s shelter rehabilitation and reconstruction work in the typhoon affected areas. The role will be based in Lao Cai city (or relevant city within the implementation provinces) and require extensive travel to districts, communes, and neighboring provinces. The role will include undertaking:

  • Technical assessments of IOM projects and sites.
  • Review of beneficiary selection criteria for shelter rehabilitation by conducting visits to the field and verify shelter selection.
  • Technical support to beneficiaries for shelter rehabilitation when needed, also in procurement, tendering processes, and distribution of materials, supplies and equipment according to standard procedures.
  • Provision of shelter design inputs, prepare bills of quantities and Purchase Requests along with necessary follow ups.
  • Monitoring and supervision of IOM shelter rehabilitation and housing reconstruction activities, overseeing the technical design and execution of projects.
  • Liaising with government counterparts, relevant UN and NGO partners, contractors and consultants at province, district and field level, as required.
  • Monitoring and assessing the work of contractors to ensure they conform with agreed standards and timeline.
  • Supervision to ensure projects are implemented in line with the requirements and in accordance with IOM, donor, country and international standards i.e., Sphere and HAP standards.
  • Site planning, as required, in new site developments and extensions.
  • Supporting the preparation and development of status reports, minutes of the meetings, and other documents, as applicable.
  • Ensure proper filing of documents.
  • Conduct / organize assessments to evaluate the shelter response deliverables, get beneficiary feedback, etc. and provide input into the strategic direction of the response plans according to changing needs and context appropriateness.
  • Perform any other duties that may be required.

3. Require Qualifications & Experience

  • Graduate degree in engineering (M&E or Civil Engineering), Architecture or relevant field
  • Certificate of construction supervision/management or relevant training certificate would be an advantage
  • Preferably 5+ year(s) of relevant experience in shelter or construction industry.
  • A sound and up-to-date knowledge of the building industry, local construction techniques and materials, and regulations.
  • Proficiency in computer applications (MS Word, Excel, Outlook etc). Versatile in use of design related software (e.g. AutoCAD) and ability to prepare schedules/bills of quantities and cost estimates.
  • Experience in community mobilization and engagement and mediating among local actors.
  • Preferably experience working in humanitarian and development field
  • Ability to work quickly and accurately and pay attention to detail.
  • Willingness to assist efficiently in a very busy project environment.
  • Ability to meet deadlines and work under pressure.
  • Ability to present clear and concise information and good communication skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Self-motivated, mature, honest and good interpersonal skills
  • Fluency in Vietnamese
  • Fluency in local language is an asset.
  • Fluency in English is preferable
