ActionAid Vietnam (AAV) - a member of ActionAid International, started working in the poorest and the most remote areas of Vietnam since 1989 and in 1992, the Representative Office was open in Hanoi, Vietnam.

With the AAI’s approval of new global strategy “Action for Global Justice” (2018-2028, ActionAid Vietnam starts its new strategy development process in 2017. As required by the AAI’s Accountability, Learning and Planning System (ALPS), current country strategy 2012-2017 (CSPV) will be reviewed by external consultants and peer(s).

Review of CSPV will look into the progress so far against commitments in 5 programme priorities (PPs) and 5 organizational priorities (OPs), the achievements, challenges, gaps and lessons learnt from the CSPV implementation to make recommendations and inputs for the next period of new strategy.

ActionAid is looking for a qualified and experienced team of consultants with expertise in conducting strategy review of INGOs/international development agencies. The CSP review team will provide essential technical leadership and quality assurance throughout the research process.

Consultancy selection will be based on the following criteria:

a. The ability to respond to and meet the essential and desirable specifications outlined in this terms of reference
b. Demonstrated capacity to undertake the type of services sought
c. Relevant academic and professional qualifications and experience
d. Proposed budget and schedule.

Starting date: As soon as possible. Final report is expected to be delivered by March 31st 2017.

Expected timeline:

  • Desk study: 10-15/2/2017
  • Analysis of documents, field schedule & questionnaires preparation: 16-25/2/2017
  • Field trips: 26/2-6/3/2017
  • Report writing: 7-15/3/2017
  • 1st draft and consultation: 20/3/2017
  • Final report: 25-31/3/2017.
