Consultancy for Assessment of Community Learning Centers in Viet Nam

The overarching aim of the Community Learning Centres (CLCs) in Viet Nam is to empower individuals and promote community development through life-long learning opportunities for all people in the community, particularly for out of school youth and adults. CLCs have been effective delivery mechanisms for literacy programmes as part of the implementation of the National Education for All (EFA) Action Plan and the Strategy for Building a Learning Society in Viet Nam. Furthermore, CLCs have served as coordination mechanisms between different sectors at the community levels in empowering and improving the quality of life for people, particularly for the disadvantaged groups.

While the number of CLCs in Viet Nam grew from just 15 in 1999 to almost 10,000 in 2010, (according to MOET), the infrastructure and quality of CLCs’ resources (both human and financial) and the program delivery have not managed to keep pace with rapid expansion. It is informally estimated that only about one-third of the CLCs are well-functioning.

To date, a formal assessment of planning, performance and sustainability of CLCs has not been conducted. The Ministry of Education and Training (MOET), with support from UNESCO, wishes to carry out this assessment to clarify major issues concerning current status and effectiveness and identify needs for further development.).
