Consultancy for Assessment of Financial Meeting Capacity of BftW's Potential Partner Organisation

Bread for the World Regional Office Vietnam- Laos is looking for a consultancy

Verification of the performance of a BftW (potential) partner organization in terms of their eligibility in financial management for receiving EZE / BMZ funds.

Location: Vietnam, Laos, and Europe in case the Head Office is in Europe.

Background

Bread for the World (BftW) is a German non-government ecclesial organization working throughout the world with the objective to contribute to an inclusive socio-economic development to overcome poverty. Guiding principles are social justice and ecological responsibility. The regional office (RO) in Hanoi is cooperating with local and international partner organizations since 1996.

Objective of the assignment

The auditor is enable to report on whether the (potential) partner organization has their eligibility in terms of legal status and finance in order to implement projects funded by EZE/BMZ.

Description of the assignment

The auditor shall include an evidence-based assessment of a specific partner organization in terms of their legal status, administrative and financial management and compliance capacities considering national legal requirements and international development standards.

In detail:

  • Relevant legal documents regarding the organizational and non-profit legal status of the organization, taking into account the relevant national legislation and BftW requirements
  • The efficiency of administrative and financial systems, including internal controls and compliance for handling complex multi-donor funded projects, meeting donor requirements
  • The financial capacity and sustainability of the respective organizations  
  • Organizational management structures and decision-making processes and procedures, guidelines, including gender policies and code of conducts 
  • Recommendations for professionalization of the financial management.

The consultant will review relevant documents, including institutional audit reports and external evaluations. The consultant will meet with the boards, directors, and relevant staff.

Requirements for the auditor

General principles

The auditor must be an independent external auditor who is a registered member of a national accounting or auditing body or institution which in turn is a member of the International Federation of Accountants (IFAC) and who is certified to perform audits.

The auditor must be functionally independent of the partner organisation concerned.

The auditor confirms that s/he meets at least one of the following conditions:

  • The auditor and/or the firm is a member of a national accounting or auditing body or institution, which in turn is member of the International Federation of Accountants (IFAC).
  • The auditor and/or the firm is a member of a national accounting or auditing body or institution. Although this organisation is not member of the IFAC, the auditor gives a commitment to undertake this engagement in accordance with the IFAC standards and ethics set out in these ToR.

Qualifications and experience

  • Experience with institutional or compliance assessments and/or systems audits of funded programmes and projects funded by national and/or international donors and institutions.
  • High familiarity with administrative and financial management procedures of Non-Profit Organization, including internal control systems and compliance requirements of various international and multinational donors.
  • Very good knowledge of the standards and procedures of BftW.
  • Fluent in English.
