1. Background of consultancy assignment/ project
The Climate Change Working Group in Vietnam (CCWG: http://www.ngocentre.org.vn/ccwg), established in 2008, brings together INGOs, Vietnamese NGOs, development agencies, institutions, professionals and individuals to exchange ideas and to discuss 'lessons learned' on how to improve their capacity related to climate change. The network’s mission is to contribute to reducing the vulnerability of poor people in Vietnam to the impacts of climate change through NGO coordination, advocacy and capacity building to achieve environmentally and economically sustainable as well as socially just responses to climate change.
At the end of August 2018, Ministry of Natural Resources and Environment (MONRE) presented key contents of the first draft of the Technical Report of the updated NDC and there are major changes in emission reduction targets. However, regarding the current trajectory of climate rising, Vietnam’s targets are not ambitious enough to contribute effectively to the 1,5oC threshold of the Paris Agreement. Therefore, it is a critical period for CCWG to influence MONRE to chase after a higher emission reduction aims, especially when it comes to the mitigation component. However, to be effective, CCWG must first expand and diversify their expertise and tactics as CCWG members still have limited understanding and capacity on mitigation and the advocacy opportunities for greenhouse gas (GHG) emission reduction. As a result, CCWG intend to organize a training course with the assistance of the senior consultant as the trainer to enhance capacity and exchange expertise among the network members about existing and potential smart agriculture models in mitigation topic (such as low emission rice models) for stronger advocacy effort.
2. Objective of the consultancy
The objective of this assignment is to enhance cooperation and capacity for CCWG members on implementing low-emissions rice and renewable energy sector practices to gain a stronger role in influencing policy makers regarding the mitigation component of the Paris Agreement Implementation Plan.
3. Scope of work/ Major responsibility
The consultant will work closely with the CCWG secretariat team to perform the following tasks:
- Review all relevant materials of the CCWG network and other references, particularly reports on mitigation activities about agriculture and rice sector;
- Discuss with CCWG chairpersons and secretariat team to build agenda for the training course, particularly support Secretariat team on organizing field trip to mitigation models;
- Conduct one-day training in WWF office and a two-days field trip (including models visit and one-day training) to low-emission rice models and renewable energy models (if feasible);
- Introduce more mitigation measures of agriculture sector to CCWG members;
- Submit a training report with specific recommendations for advocacy opportunities under Paris Agreement in smart agriculture, focus on mitigation purpose.
This Scope of work covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organization’s needs.

5. Participants:
- Around 10 – 15 participants are from CCWG network,
- Background/capacity of participants: both junior and senior participants to enhance cooperation and exchange knowledge among CCWG members.
6. Required profile:
Knowledge/Expertise:
- Master degree or corresponding qualifications in agriculture, energy, climate change, environmental management, sustainable development;
- Very good knowledge of political and social environments of agriculture and energy in Vietnam.
Experiences:
- At least 5 year of experience of working in agriculture, energy, climate change or related areas
Skills and Abilities:
- Good communication, network and planning skills
- Adhere to WWF’s values: Knowledgeable, Optimistic, Determined and Engaging
- Respective Competencies: Client orientation, delivery of quality outputs, building effective relationship, communicating effectively
