BACKGROUND

In recent years, electricity demand in Vietnam has been increasing at an annual rate of around 10% while electricity demand in the industrial sector has been growing at 11%, and the commercial sector at 12%[1]. With 54% of overall electricity consumption by the industrial sector and 6% by the commercial sector, the commercial and industrial sectors (C&I) represent the largest energy consumer in Vietnam.

Vietnam Urban Energy Security (the Project) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities to take advantage of: 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) electric vehicles (EV) and electric vehicle charging station (EVCS); 3) energy efficiency and modern energy technologies for municipal services; and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.

In USAID Vietnam Urban Energy Security’s Component 1: Strengthening Local Enabling Environment, the project efforts will focus on working closely with DOIT and other GVN counterparts in Danang and HCMC to strengthen their ability to promote and encourage the adoption of renewable energy and energy efficiency measures locally. This will be done by providing ongoing guidance and advisory support for action plans, implementation strategies, and operational manuals; technical assistance to enhance compliance with national level strategies, policies, and regulations; and working with the private sector to promote DOIT and GVN priorities and support their adoption of renewable energy and energy efficiency measures.

To promote implementation of the energy efficiency and conservation (EE&C) law, in 2019 the Government of Vietnam (GVN) approved the Vietnam National Energy Efficiency Plan 2019 – 2030 (VNEEP3). VNEEP3 proposes a range of ambitious interventions, including a reduction in consumption by intensive energy consuming sectors; the establishment and piloting of an Energy Efficiency Fund; a demonstration of financing mobilization, the certification of Energy Efficient solutions; operationalizing the energy service company (ESCO) model; promotion the adoption of energy efficiency solutions in industrial sectors; and increasing awareness of energy issues and capacity building. VNEEP3 also requests the cities to allocate financial resources to implement and enforce the program, study and issue mechanisms and intensive policies, as well as mobilize appropriate financial sourcesto implement the planned activities.

This SOW is designed under Sub-Activity 1.4.2 Organize a national level workshop of the Project’s work plan. The SOW aims to help the Ministry of Industry and Trade (MOIT) to recognize the market potential of innovative clean energy and energy efficiency solutions identified by VUES and in alignment with VNEEP3 targets.

OBJECTIVES

The objective of this SOW is to review the innovative clean energy technologies and business models for Vietnam cities that the Project has identified during the implementation of Innovation Challenge and analyze the potential adoption and scaling-up in these cities. The study is also expected to conduct a gap analysis on technical bottlenecks, financial thresholds, and policy barriers at both national and city levels to enable innovation solutions in Vietnamese market. The results of this assignment will serve as the input for MOIT to incorporate into the VNEEP3 future activities.

SCOPE OF WORK

The Project is seeking a national consultant (hereafter referred to as the “Consultant”) to conduct the following activities:

  • Develop an assessment methodology including, the outline of report, questionnaire checklists, list of potential DOITs derived from the list of special level and level-I cities in Vietnam[2] and list of EE innovators for consultations.
  • Conduct interviews with MOIT (e.g., EESD[3]), selected DOITs, and selected innovators.
  • Engaging selected city DOITs to participate in national workshop.
  • Peer review of current regulations and policy at both national and city levels that can influence adoption of innovation (e.g., VNEEP3, LEEC, Law of environment protection, city plans, etc.), and prepare gap analysis.
  • Recommend potential measures to enable innovative solutions for Vietnamese cities.
  • Prepare a draft report and slide desk for EESD to present at National workshop.
  • Incorporate learning from the workshop and incorporate in the final report.

EXPECTED DELIVERABLES

Throughout the assignment, the Consultant is expected to participate in regular phone calls and meetings to provide progress updates and should provide outlines of deliverables for comment and approval before developing the reports and prepare drafts for feedback and input before finalizing. Additionally, the Consultant should provide information regarding interviews held, including interview notes, minutes of meeting, workshops notes, etc.

All documents will be provided to the Project within the established time frame, with one electronic copyconsisting of the following electronic files:

  • PDF files
  • Original work files (WORD, POWER POINT, EXCEL, etc.).
  • Videos, photographs or any other relevant material

The electronic copy can be provided via e-mail, if the nature and size of the files make it possible. Otherwise, the electronic copy will be provided in a CD, DVD or USB. All communications will be in English (written and verbally).

All documents will be in English, except collected data could be in Vietnamese.

QUALIFICATIONS AND SKILLS

The consultant should demonstrates:

  • Experience in working with MOIT, cities (e.g., DOITs) on policy establishment, EE market assessment, business models analysis (e.g., innovative model, ESCO), and supporting innovators, technology suppliers on distributed clean energy and EE.
  • Experience in consulting for stakeholders on distributed clean energy/EE policy instruments.
  • Excellent capacity to communicate with key decision-makers such as national and local government agencies, key stakeholders, preferably innovators in the fields.
  • Knowledgeable of Vietnam’s energy efficiency and conservation legislations.
  • University degree or higher is required.
  • Fluency in Vietnamese.
  • Good writing, speaking, and reading skills in English; report writing skills in English is required.
